SUBJECT: Speed Zone-Rock Slough at Holland Tract Bridge �,J�
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION
Approve a 5 mph speed zone and authorize the Public Works
Director to post the appropriate signs on Rock Slough 100 '
West of the Holland Tract Bridge.
II. FINANCIAL IMPACT
The Sheriff ' s Department Marine Services Bureau currently
patrols this waterway, therefore, no additional enforcement
costs would be incurred. ,
The approximate cost of four 5 mph speed zone signs and four 5
mph speed zone buoys is $800. No funds have been appropriated
for this cost. Mr. Bruce Marlowe, a property owner of Holland
Tract, has indicated he is willing to install the buoys in the
slough.
III . REASONS FOR RECOMMENDATIONS/BACKGROUND
The Sheriff ' s Department Marine Services Bureau conducted a
recent study of the Rock Slough/Holland Tract Bridge area at
the request of Supervisor Torlakson. The study concluded:
1. Visability is reduced as boaters proceed from a fairly
wide waterway to an access area beneath the bridge of
35 ' ;
2. The waterway becomes a 3-way water intersection
immediately west of the bridge, and;
3 . The opening of a new marina (Lindquist' s Landing) and
expansion of a new marina (Holland Riverside) realized a
dramatic increase in boating traffic.
The Sheriff recommends the implementation of a speed zone.
IV. CONSEQUENCES OF NEGATIVE ACTION
The potential exists for an increase in serious4imboaaccidents due to increased boating traffic in an regulated area.CONTINUED ON ATTACHMENT: _ YES SIGNATURE:
