Private Industry Council CWIa DATE: April 16, 1987 Wu SUBJECT: AUTHORIZING SUBMISSION OF COOPERATIVE AGREEMENT WITH THE CALIFORNIA DEPARTMENT OF EDUCATION (COUNTY 419-8065-0) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Authorize the Board Chair to execute, on behalf of the County, a State Education Coordination and Grants (SECG) 8% Funds Cooperative Agreement for Program Year 1986-1987 (County #19- 8065-0), requesting authorization to expend $64,516 of Job Training Partnership Act (DTPA) 8% funds for the two month period from May 1, 1987 through June 30, 1987; and further, authorize the Executive Director, Contra Costa County Private Industry Council, to make non-substantive changes to said document as may be required by the State Department of Education. II. FINANCIAL-IMPACT: None. 100% federal funds. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: At the beginning of program year 1986-87 (July, 1986) the State Department of Education notified the Contra Costa County Private Industry Council that a total of $109,249 in JTPA 8% monies was available for use in this service delivery area (the County excluding the City of Richmond). At the direction of the State Job Training Coordinating Council (SJTCC), these 8% monies must be used a) only for "GAIN eligible" participants (AFDC recipients), b) only for Basic Skills, GED or ESL (English as a Second Language) and c) must be matched at the local level (either in cash or in-kind). A pilot project which incorporates these requirements has now been developed with the Pittsburg Unified School District. This program will provide sixty AFDC (Aid to Families with Dependent Children) with a combination of one-on-one tutoring/ counseling and classroom training in basic skills - reading, math, spelling and writing. These services, in coordination with Project Second Chance (operated through the Contra Costa County Library), will be provided on-site in the E1 Pueblo and Lido Square areas of the City of Pittsburg. A local match of approximately $65,00 will be kovided by the school district. No County funds are required or requested for this match.
