III . REASONS FOR RECOMMENDATIONS/BACKGROUND:
In 1985 the California Legislature enacted AB 1934 (Bates) which
created the Mental Health Primary Prevention Fund in the State
Treasury as a stable mechanism to partially finance three-year
demonstration Primary Prevention Projects . A joint proposal by
County Mental Health and interested school districts is required
to secure funding. County Mental Health is also required to
provide ongoing clinical consultation and training to grant reci-
pients . The County has participated in Primary Prevention
Projects with San Ramon Unified School District and Richmond
Unified School District since July 1, 1986 , as approved in
County Contract #29-445-1 and #29-446-1 by the Board of
Supervisors on July 229 1986 .
This document has been approved by the Department ' s Contracts
and Grants Administrator in accordance with the guidelines
approved by the Board ' s Order of December 1 , 1981 (Guidelines
for contract preparation and processing , Health Services
Department) .
In order to meet the State ' s deadline for submission, draft
copies of the application have already been forwarded to the
State Department of Mental Health .
Upon approval by the Board , three certified copies of the Board
Order should be returned to the Contracts and Grants Unit for
transmittal to the State Department of Mental Health .
