Department of Health and Human Services for a Violence Prevention Program for Adolescents and Children SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION: Approve and authorize the Chair to execute on behalf of the County, Funding Application #29-346 for submission to the U. S. Department of Health and Human Services in the amount of $375, 000 for the period October 1 , 1987 - September 30, 1990 for a comprehensive Violence Prevention Program for Adolescents and Children. II . FINANCIAL IMPACT : Approval of this agreement by the federal government will result in $375 , 000 of federal funding for a comprehensive Violence Prevention Program for Adolescents and Children . Sources of first-year funding for the progam are as follows : $125 , 062 U.S . Department of Health and Human Services 40, 418 County In-Kind Share 7, 000 Private Sources $172 , 480 First-Year Program Total The County ' s in-kind share includes salaries and supplies already included in the Department budget . There will be no increase of General Fund dollars for this program. III . REASONS FOR RECOMMENDATIONS/BACKGROUND: Violence and abuse , or intentional injuries , are major causes of morbidity and mortality among adolescents in Contra Costa County. There have been seven youth suicides in the county since 1985 , three of which have occurred in the last four months . There were 282 juveniles arrested for felony-level violent crimes in 1985 . Eight of these were homicides and 161 were assaults . In addition, there were 398 juvenile arrests for misdemeanor-level assault and battery. Approximately 300 teen- agers in the County reported being sexually assaulted last year and at least 41% of these teens knew their assailant . Many of these incidents involved drug and alcohol use . Many programs are attempting to separately address these problems , yet all of these issues are closely interrelated . Not only is there a lack of services , but there is also fragmentation among the services that do exist . Dept . of Health and Human Services Violence Prevention Program Application Board Order Page 2 The purpose of this application is to request Federal Maternal Child Health funding to implement a comprehensive , community- based Violence Prevention Program which supplements and coor- dinates current violence prevention activities . This program will further develop work being done by the Alternatives to Violence and Abuse Coalition (AVAC) and the Alcohol , Drug Abuse and Violence Prevention Policy Task Force . The funding will be used to : ( 1 ) coordinate the implementation of a community educa- tion program with an emphasis on youth; (2) design educational materials and curriculum on violence prevention skills ; (3) increase community awareness of the complex factors that contribute to violence and the prevention measures that are available , and (4) increase community, particularly youth , involvement in designing solutions to interpersonal violence . This document has been approved by the Department ' s Contracts and Grants Administrator in accordance with the guidelines approved by the Board ' s Order of December 1 , 1981 (Guidelines for contract preparation and processing, Health Services Department) . The Board Chair should sign four copies of the application , three of which should then be returned to the Contracts and Grants Unit for submission to the Department of Health and Human Services .
