SUBJECT: Joint Agreement for Planning Transportation Corridors in Eastern Contra Costa
County and Northeastern Alameda County
Specific Requests or Recommendations & Background & Justification
I. RECOMMENDATION
Approve and authorize the Chair of the Board to execute a six party agreement with the
County of Alameda, the City of Antioch, the City of Brentwood, the City of Livermore, and
the Contra Costa Water District to participate in a joint planning effort for the purpose
of developing and recommending preferred alignments for local highways in'--eastern Alameda
and Contra Costa Counties in the amount of $350,000.
II. FINANCIAL IMPACT
Contra Costa County's share is estimated at $70,400.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The Contra Costa Water District will begin the planning and design work necessary for
implementation of the Kellogg-Los Vaqueros Reservoir Project. As part of the project, it
will be necessary to provide a replacement facility for Vasco Road.
In addition, increased traffic volumes and congestion warrant the need to provide efficient
transportation corridors in eastern Contra Costa County and northeastern Alameda County
from Route 4 in southeast Antioch to Interstate 580 in Alameda County.
The City of Antioch's Southeast Specific Plan includes a limited access arterial extending
southeasterly from Highway 4 as a component of the circulation element. The general plan
for the City of Brentwood designates a westside bypass for Highway 4.
In addition, the City of Livermore and Contra Costa County are presently updating their
General Plans and will determine the major routes necessary to support these jurisdictions.
Pending land development proposals within the Cities of Antioch and Brentwood and the
Counties of Alameda and Contra Costa County necessitate that alignments for sub-regional
transportation corridors be determined so that the right of way can be preserved.

Caltrans has adopted Route Concept Studies for State Routes 4, 84, and 239 in Alameda and
Contra Costa Counties and has circulated a map identifying potential conceptual alignments
for those routes which could serve as regional transportation corridors.
The California Transportation Commission has designated the Route 4/Brentwood Bypass as a
special studies project which authorizes Caltrans to execute a Memorandum of Understanding
with the appropriate local agency or agencies for local funding and engineering.
Contra Costa County finds that it is in the public' s best interest to participate in a
joint planning effort for the purpose of developing and recommending preferred alignments
for local highways in eastern Alameda and Contra Costa. Counties.
IV. CONSEQUENCES OF NEGATIVE ACTION
If this agreement is not approved, coordination between the six agencies and their consul-
tants may be quite difficult. This may result in each of the six agencies developing
different transportation corridors at different times and thus, an untimely planning
effort.
