Establish the class of Computer Aided Drafting Programmer Analyst (LESA) and allocate
to the basic salary schedule at level C5-1674 ($2422-2944) and reclassify person and
position of Engineering Technician (NSTF) at salary level XA-1239 ($1568-2124) to the
new class of Computer Aided Drafting Programmer Analyst (LESA).
Amend Resolution 71/17 establishing positions and resolutions allocating classes to the
Basic/Exempt SalaSchedule, as described above.

COMPUTER AIDED DRAFTING PROGRAMMER/ANALYST
DEFINITION:
Under general direction, to perform programming tasks and
on-going maintenance activities for the department' s Integraph
system; to analyze existing manual systems and determine the
feasibility of data processing applications; to assist •+professional
staff using the system; and to do related work as required.
DISTINGUISHING CHARACTERISTICS:
This single-position class located in the Public Works
Department performs both programming and systems analysis and design
of varying difficulty for the department' s specialized Integraph
Computer Aided Drafting System. This class is distinguished from
Program Analyst-EDP, in that the latter class provides systems
design for a broader range of projects and for coordination of
inter-related systems.
TYPICAL TASKS:
Prepares programs; analyzes program specifications and
processing requirements; prepares detailed specifications and
processing requirements; prepares flowcharts of the necessary
sequence of computer operations; does detailed coding of the
programs; tests programs and makes necessary changes; prepares
program documentation including production job control procedures
and job narratives; reviews existing systems and programs to
determine whether user' s needs are being met; designs systems of
computer programs to accomplish user' s objectives; analyzes program
or systems to determine the source of any difficulties; modifies
programs, procedures, and systems as necessary; tests and debugs
revised programs and systems; gathers data to determine the
feasibility of applying data processing methods to user department
problems; consults with operating departments to identify problems
and establish systems requirements and objectives; prepares reports
detailing the technical feasibility and cost of implementing the
requested data processing system; designs formats for input, output,
and for storage and retention of data; designs control procedures
for processing computer program specifications or personally
designs, writes, tests, and implements programs for the system.
MINIMUM QUALIFICATIONS:
License Required: Valid California Motor Vehicle
Operator' s license.
Education: Possession of a baccalaureate degree from an
accredited college or university with a major in data processing,
computer science, information processing or a closely related field.

Experience: Six months of full-time or its equivalent
experience working with a computer aided drafting system which must
have included systems analysis and development of system and user
programs.
KNOWLEDGES, SKILLS AND ABILITIES:
Knowledge of programming theory and operating systems
constraints; working knowledge of either COBOL or Fortran
programming languages; familiarity with DEC and Intergraph operating
systems; ability to communicate orally and in writing; ability to
analyze problem situations, define problems, identify relevant
factors and relationships, formulate solutions, and recognize the
implications of those solutions; ability to coordinate and organize
a variety of details; ability to work independently with a minimum
of supervision; ability to develop new procedures, methods, or
approaches to the solution to individual problems; ability to deal
tactfully with other employees and user departments.
