RECOMMENDATION•
Adopt a position of support for SB 1635 by Senator Barry Keene
which authorizes a second Benicia-Martinez Bridge, but request
that Senator Keene amend SB 1635 to require the State Department
of Transportation to consider in the design of the second bridge
the feasibility of Transportation Systems Management features,
such as car-pool lanes.
BACKGROUND:
One of the high priority items in the Board' s 1987 Legislative
Program is legislative approval for the design and construction
of a second Benicia-Martinez Bridge. The Board is already on
record in support of Assemblyman Baker' s AB 383 . The Board did
ask Assemblyman Baker to amend AB 383 to require that CALTRANS
take into account various TSM features. It is assumed the Board
wishes to make a similar request of Senator Keene. In addition
to authorizing the construction of a second Benicia-Martinez
Bridge, SB 1635 authorizes the California Transportation
Commission ( CTC) to issue revenue bonds to pay for the
construction of the new bridge, and to improve the existing
Benicia-Martinez and Carquinez bridges.
SB 1635 also authorizes CTC to impose tolls on the new bridge in
an amount sufficient to retire the bonds. SB 1635 specifies that
the existing and new Benicia-Martinez bridges will be operated as
a single toll bridge. The bill also requires CALTRANS, as a part
of the preliminary work on the new Benicia-Martinez Bridge, to
conduct a study of traffic . patterns and volumes expected over the
next 25 years as a result of commercial and residential
development and growth with the area bounded by the intersections
of Routes 4 and 680, Routes 4 and 80, and Routes 80 and 680 in
Cordelia.

In view of the fact that Senator Keene has introduced a bill
which essentially accomplishes the same objective as Assemblyman
Baker' s AB 383, it is recommended that the Board support SB 1635
with the amendment described above. SB 1635 is scheduled to be
heard in the Senate Transportation Committee May 5, 1987 .
