April 20, 1987 County SUBJECT: Legislation: Senate Bill 848 (Boatwright) SPECIFIC REQUEST(S) OR RECOMMENDATION(_S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• Adopt a position of Support for SB 848 by Senator Boatwright which appropriates $3 . 3 million to Contra Costa County over three years for a pilot program to assess and treat persons who are dually diagnosed as mentally ill as well as substance abusers. BACKGROUND: The County' s Mental Health Director, Stuart McCullough, has been concerned for some time that little research has been done on effective ways to assess and treat individuals who are both mentally ill and substance abusers. Mr. McCullough has asked Senator Boatwright to introduce legislation which would establish a demonstration program in this County to deal with this unique population which currently is not adequately addressed by either the Substance Abuse or the Mental Health systems. SB 848 would establish such a demonstration program designed to accomplish the following: ( a) Design and implement a treatment system for the seriously mentally ill substance abuser which is both cost-effective and replicable in other counties. (b) Design and test, in Contra Costa County and several other affiliated counties, a client assessment and diagnostic protocol for this dual diagnosed population. (c) Design and implement training for alcohol, drug, and mental health staff in the assessment and treatment of the dual diagnosis client. This training curriculum shall be made available to other counties during the second and third years of project funding. (d)+ Develop a proposal for a memorandum of understanding between the State Department of Mental Health and the State Department of Alcohol and Drug Programs regarding mechanisms to cooperatively fund and treat dual diagnosed individuals. ( f) Evaluate the impact of the demonstration program and provide consultation to other interested counties in the areas of model program development, staff training, and assessing the target population. Program evaluation shall include formal reports to the State Department of Mental Health and State Department of Alcohol and Drug Programs, the Conference of Local Mental Health Directors and the Legislature. In view of the efforts of the Mental Health Director to get SB 848 introduced, and in view of the willingness of Senator Boatwright to carry this legislation for Contra Costa County, it is recommended that the Board support SB 848. The bill is currently scheduled to be heard in the Senate Health & Human Services Committee on May 6, 1987 .
