HomeMy WebLinkAboutMINUTES - 04281987 - 1.45 T� BOARD OF SUPERVISORS FROM: Phil Batchelor Contra County Administrator Costa DATE: April 23, 1987 County SUBJECT: Legislation: Assembly Bill 650 ( Costa) SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position in support of AB 650 by Assemblyman Jim Costa which protects the County from increases in specified state-mandated programs where the growth in those programs exceeds the growth in specified general county revenues. BACKGROUND: Many counties have complained that the local share of state-mandated health, welfare, and justice programs is causing disruption of local financing because these costs exceed the increases in local general revenue sources which must be used to provide the required local shares. Assemblyman Costa has introduced AB 650 in an effort to deal with this problem. AB 650 provides that, effective July 1, 1987, the State shall pay that portion of a county' s non-federal share of costs for specified programs which exceeds the percentage of the county' s general purpose revenues for those programs for the 1980-81 fiscal year. The programs include the following: o AFDC grants o Hard-to-place adoptive children o AFDC administrative costs o Municipal and Superior courts o District Attorney o Public Defender o Probation o Correctional facilities o Health facilities As an example, if the County' s share of the cost of these programs in 1980-81 represented 100 of the County' s general revenue for that year and now represents 11% of the County' s general revenue, the State would be required to reimburse the County for the 1% increase. However, AB 650 can serve as a valuable vehicle for protecting the County from disproportionate cost increases.
