HomeMy WebLinkAboutMINUTES - 04281987 - 1.44 X-7 TO BOARD OF SUPERVISORS FROM: Phil Batchelor Contra County Administrator Costa DATE: April 20, 1987 County SUBJECT: Legislation: Senate Bill 550 (Garamendi) SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• Adopt a position in support of SB 550 by Senator John Garamendi which creates the California Cancer Control Council to advise the State Department of Health Services on issues relating to cancer, develop a comprehensive cancer control plan for the state, and develop and implement a grant program for the purpose of conducting health promotion activities targeted to persons at high risk of developing cancer. BACKGROUND: On March 24, 1987 , on the recommendation of Supervisor Fanden, the County Administrator was requested to review SB 550. Preventive health measures and cancer control have long been high priority issues for the Board of Supervisors. The Board has directed the Health Services Department to plan for a Bay Area Cancer Summit. The Health Services Department, with the full backing and cooperation of the Board has given substantial emphasis to cancer prevention activities. The Board has sponsored studies aimed at determining the extent to which industrial sites in the County contribute to the incidence of cancer in the County. Senator Garamendi has introduced SB 550 which furthers the goals of the Board by establishing an 18-member California Cancer Control Council. The Council would be required to prepare an extensive and comprehensive cancer control plan for California aimed at reducing cancer mortality by 50% by the year 2000. To accomplish this, SB 550 requires the cancer control plan to work toward the implementation of the National Cancer Institutes' "The Year 2000" goals and specifies five goals toward which the plan is to be directed. The Council is also directed to establish and administer a grant program for projects not to exceed $100,000 each directed at the early detection and control of cancer. A 50% local match is required for each project. The bill appropriates an as yet unspecified amount of money for these projects. Because SB 550 would clearly further the cancer control and prevention activities which have been supported by the Board, it is recommended that the Board support SB 550. SB 550 passed the Senate Health and Human Services Committee April 8, and is awaiting a hearing in Senate Appropriations.
