MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: April 28, 1987 SUBJECT: Contract Award Recommendation: 1987 Slurry Seal , Contract 2 Project Project No. 0662-6R2114-86, Countywide Specific Requests or Recommendations & Background & Justification RECOMMENDED ACTION: AWARD the contract for furnishing labor and materiaAs for the subject project to California Pavement Maintenance Company, Inc. of Sacramento, the low bidder, in the amount of $391,782.94 and at the unit prices submitted; and REQUIRE the contractor to present surety bonds for Payment and Faithful Performance in the amounts of $195,891.47 and $391,782.94, respectively. DIRECT the Public Works Director to prepare the contract for the project. The contract shall stipulate that the notice to proceed shall specify that work cannot be commenced until July 1, 1987. AUTHORIZE the Public Works Director to sign the contract on behalf of the Board subject to the Director having reviewed and found sufficient all required documents, including the contract signed by the contractor, the aforementioned surety bonds, and a certificate of insurance. DIRECT that, in accordance with the project specifications and/or upon the execution of the contract by the Public Works Director, any bid bonds posted by the bidders be exonerated and any checks or cash submitted for bid security be returned. FINANCIAL IMPACT• The project, including engineering and appropriate overhead charges, is funded by county road funds. REASONS FOR RECOMMENDATION/BACKGROUND: The plans and specifications were approved and the project advertised for bids by the Board of Supervisors on March 24, 1987. The bids were received and opened at 255 Glacier Drive, Martinez, California, on Thursday, April 23, 1987. The construction bids received were as follows: 1. CPM Company $391,_782.94 2. Graham Contractors $415,379.05 3. Valley Slurry Seal $449,824.90 4. Asphalt Maintenance Co. $464,459.25 The Engineer's estimated construction cost was $442,000.00.
