SUBJECT: 1987 State Transportation Improvement Program Priority List
Specific Request(s) or Recommendation(s) & Background Justification
RECOMMENDATION
Declare intent to adopt the 1987 Contra Costa County Priority List for the State
Transportation Improvement Program (STIP) as proposed by staff.
Direct the Public Works Director and the Community Development Director to forward the
Board' s intent to the City/County Engineering Advisory Committee , the Contra Costa
Transportation Advisory Committee (CCTAC) and the Conference of Mayors . Also to request
the Conference of Mayors to consider the Contra Costa County (STIP) Priority List at their
February, 1987 meeting.

REASONS FOR RECOMMENDATION/BACKGROUND
Each year the Board of Supervisors adopts a priority list of State freeway and highway
projects in Contra Costa County to compete for State and Federal funds . On
December 23 , 1986, the Metropolitan Transportation Commission (MTC) informed staff that,
even with the delay in receiving particulars from the California Transportation Commission
(CTC) , an adopted priority list has to be forwarded to MTC by January 15,1987, in order to
meet the deadlines set by CTC .
County' s process involves presenting the priority list as recommended by the City/County
Engineering Advisory Committee to CCTAC and then to the Conference of Mayors for their
concurrence.

The attached list was developed by a subcommittee of the City/County Engineering Advisory
Committee. It has not been approved for recommendation by the engineering committee nor
has the list been presented to CCTAC and the Conference of Mayors .
In order to provide MTC with' a list to work on , staff recommends that the Board cf
Supervisors declare its intent to adopt the list pending review by the different bodies .
CONSEQUENCES OF NEGATIVE ACTION
Without a list forwarded to MTC by the January 15, 1987 deadline, Contra Costa County may
not be able to compete with other projects in the region or the entire process will be
delayed . Therefore, affecting the Bay Area regions chance of getting projects programmed
in the STIP.
