Take the following actions concerning water conservation - drought action plan. a. Acknowledge water conservation activity the County' s is now involved in. b. Request Water Committee to review with CCWD and EBMUD their respective drought action plans. C. Work with Cities in Contra Costa County to encourage development of water conservation landscaping regulations similar to the County' s. 2. Authorize the Chair to sign a letter in behalf of the Board congratulating the Contra Costa Water District on their 50th Anniversary and noting the success of their program/celebration held on April .3 and 4. 3 . Appoint Peter Margiotta to represent the Fish and Wildlife Study Committee on the Water Task Force. FINANCIAL IMPACT None REASONS FOR RECOMMENDATION/BACKGROUND 1. On March 3 , 1987 the Board referred to the Water Committee the concept of a drought action plan for the County. In considering the need for drought action plan the Water Committee noted that the water purveyors of the County, CCWD and EBMUD, would be primarily responsible for development of contingencies in case of a drought. Contra Costa County' s role should be concentrated on policies, land use regulations and oversite of the two districts concerning drought action plans. The County is currently involved in several aspects of water conservation including a major water conservation campaign involving ABAG and the Committee for Water Policies Consensus. The County has been contributing on a yearly basis to a Bay area-wide water conservation media program. The County is also recognized as a leader in terms of encouraging water conservation and for urban and agricultural uses in the development of state water policy. It is the appropriate for the Water Committee to review the plans of the CCWD and EBMUD in case of drought. It is appropriate for the Water Committee to work with the cities in Contra Costa County to encourage them to adopt water conservation landscaping regulations similar to those adopted by the County. 2. On April 3 and 4, 1987 the Contra Costa Water District celebrated their 50th Anniversary with a conference centering on Delta issues. The program consisted of a Congressional hearing, a panel of experts discussing water quality and a boat trip to the Bay model in Sausalito. The conference was well attended and provided an opportunity for a timely exchange of information concerning Delta issues to the benefit of all those attended. 3 . On January 27, 1987 the Board referred to the Fish and Wildlife Study Committee and the Water Committee consideration of the appointment of a member from the Fish and Wildlife Study Committee to the Water Task Force. The Fish and Wildlife Committee recommends that Peter Margiotta represent the Committee on the Water Task Force. The Water Committee recommends that Mr. Margiotta be appointed by the Board to the Water Task Force. DBO:vpl Ll:watrcomm.bo
