SUBJECT: Contra Costa County Health Promotion Policy
Stuart McCullough, Assistant Health Services Director,
introduced the presentation prepared for the Board by members of the
communitywide Task Force on the Prevention of Alcohol/Drug Abuse and
Violence and urged that at the conclusion of the presentation, the
Board endorse the "Health Promotion Policy: Focus on Alcohol/Drug
Abuse and Violence Prevention. " Mr. McCullough advised that in May,
members of the Task Force will move across the county to ask City
Councils and Boards of Education to take similar action.
The following Task Force members participated in the
presentation of the Health Promotion Policy:
Jeanne Lopes, representing the schools
Doris Harrison, Employee Counselor for Chevron
Joe Golio, representing the Central Labor Council
Missy Schroder, student representing Youth Educator Program
Ron Stewart, County Superintendent of Schools
Sherrin Bennett, Prevention Consultant
Kirk Pinney, Rotary Club
Queenie Newkirk, representing the community
Kathy Tabor, Center of Community Development
Stuart McCullough summarized the presentation and
recommended that the Board take the following actions:
1. ADOPT the Contra Costa County Health Promotion Policy:
Focus on Alcohol/Drug Abuse and Violence Prevention.
2. DELEGATE to Mental Health Services and the Task Force
on the Prevention of Alcohol/Drug Abuse and Violence responsibility
for developing a county-wide Action Plan for consideration by the
Board.
3 . INSTRUCT staff to work with unions and employee
organizations in disseminating alcohol/drug abuse and violence
prevention information and resources to county employees.
4. REQUEST Mental Health Services to develop and provide
training and information sessions for appropriate county
staff/community leaders to enhance and/or develop skills relevant to
alcohol/drug abuse and violence prevention.
5. ENCOURAGE the media to promote positive images as
alternatives to alcohol/drug abuse and violence; and to send a letter
of endorsement and commendation to KPIX for the KPIX sponsored
Prevention Forum for Contra Costa County, "For Kids Sake. "
6. INSTRUCT the County Alcohol/Drug Abuse and Mental
Health Divisions, with the Task Force on Alcohol/Drug Abuse and
Violence Prevention, to work with the school districts in support of
their efforts to best utilize new federal drug allocations and other
prevention funds.
Supervisor Schroder commented that it is important that the
Cities, School Districts and the public realize that this is not a
county program being foisted off on the communities, but is in fact a
responsibility of the family and the community.
Supervisor Powers urged the Task Force not to disband, but
to continue to persevere, and to keep pushing to get people involved.
Supervisor McPeak noted that the Contra Costa Health
Coalition had endorsed the Policy in March. She commented that the
Board was pleased at the progress made in this County and that she
believed Contra Costa to be the only County with a prevention unit.
IT IS BY THE BOARD ORDERED THAT the six recommendations
listed above are APPROVED.
Stuart McCullough, on behalf of the Task Force, thanked the
Board for its actions and support.
I hereby certify that this is a true and correct copy of
