TO: OARD OF SUPERVISORS

FROM: Supervisor Tom Torlakson Costa
DATE: April 21, 1987 County
SUBJECT: REDUNDANT EMERGENCY RESPONSE
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION: Refer to the County Administrator, the
Finance Committee, and the Emergency Medical Care Committee to
consider a study of the duplicate and redundant emergency response
problem and a examination of whether cross-training of fire fighters
and paramedics could provide that service in a more cost effective
manner. In many of the fire departments about 70 to 800 of the calls
are for emergency medical response at this time.
BACKGROUND INFORMATION: In the Board' s extensive review of
ambulance contracts and the bidding process that occurred back in
1983, one of the issues that came up was the question of redundant
emergency response. Sometimes on a broken arm case, our dispatch
centers may be having ambulance, fire and police respond to the scene.
What can be done--including additional training of our dispatchers and
development of dispatch protocol and procedures--to reduce this
problem? ,
One of the other issues that was raised was whether cross-trained
firefighters could take on the role of paramedic for this and avoid a
duplication of response from the ambulance companies.
