HomeMy WebLinkAboutMINUTES - 04211987 - S.5 S.� TO: BOARD OF SUPERVISORS �,(�'�t FROM: Sunne Wright McPeak `�"" "ra Introduced April 14 , 1987 for Action on Costa DATE: April 21 , 1987 @ COJ* SUBJECT: Parole of Larry Singleton in Contra Costa County SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AMS JUSTIFICATION RECOMMENDATIONS : Direct County Counsel to file pleadings in support of the City of Antioch or otherwise take legal action to block the parole of convicted kidnapper-rapist Larry Singleton to Antioch or any other location in Contra Costa County. Further, send a letter of appreciation to Assemblyman Phil Isenberg for his efforts to block Singleton from being paroled to Antioch and request his assistance in introducing legislation to seek stronger punishment for the kind of crime committed by Larry Singleton. Singleton' s crime involved kidnap, rape and mutilation (including chopping off the arms of his victim) . Such a heinous crime should allow sentencing for a longer period of time including life imprisonment. BACKGROUND: Contra Costa County should act immediately to support the City of Antioch and to block the parole of Larry Singleton to Antioch or any location in Contra Costa County. Just as important, we need to seek legislation to enact stiffer penalties for such outrageous crimes as kidnap, rape and mutilation. The combination of these crimes constitutes special circumstances that warrants the ability to impose long-term sentences including life imprisonment. People like Larry Singleton should not be out on any street, especially in Contra Costa County. On recommendation of Supervisor Torlakson, the motion is AMENDED to incorporate opposition to Larry Singleton' s parole. W 0 DEPUTY M382%7-B3 S. 5a THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on April 21, 1987 by the following vote: AYES: Supervisors Powers, Fanden, Schroder, Torlakson, McPeak NOES: None ABSENT: None ABSTAIN: None ------------------------------------------------------------------- ------------------------------------------------------------------- SUBJECT: Current State Policies and Parole Practices In connection with the Board' s discussion of its position of opposition to the parole of Larry Singleton and its request for review and recommendations of sentencing and parole practices for crimes such as committed by Mr. Singleton, Supervisor Fanden reviewed some of the crimes that had occurred in her District and expressed the concern she felt for the security and safety of her constituents. Supervisor Fanden then recalled that the Board had previously asked for the formation of a committee composed of the members of offices of the District Attorney, the Public Defender, the Sheriff and the County Administrator to review legislation and sentencing and parole practices and to make recommendations to the Board of Supervisors as to what it can do working through the State legislative bodies. Supervisor Powers commented that the State justice system has been amended continuously without it being looked at in a comprehensive way and that the determinate sentencing law was introduced because it was thought to be in response to the community' s needs at the time, but as in this case, it is not a solution to the problem, and suggested that Contra Costa County could take a leading role by having its Justice System Executive Committee review sentencing and parole practices and make appropriate recommendations to the Board. Board members further discussed the matter. On motion of Supervisor Fanden, IT IS BY THE BOARD ORDERED THAT the Justice System Executive Committee review the question of determinate versus flexible sentencing, the parole system and practices, that it work with the police chiefs and other law enforcement organizations and report its recommendations to the Board so that the Board might work with the County' s legislative delegation. !thereby certify that this is a true and correct copy of an action taken and entered on the minutes of the Board of Superv.sors on the date shown.
