SUBJECT;
Parking Study, Martinez Civic Center Area
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Direct the Community Development Department to actively
participate with the City of Martinez, the Community College
District and downtown merchants in conducting a parking study of
the Martinez Civic Center Area and present alternative solutions
to the Board within four months.
2. Authorize an expenditure not exceeding $15,000 to share the cost
of parking study with the City of Martinez and to implement
minor improvements.
3 . Authorize the Director, Community Development Department, to
send a letter of assurance to the City of Martinez that 500 of
the parking study expenditure incurred by the City will be
reimbursed after approval of the next year ' s budget.
FINANCIAL IMPACT:
The County' s share of the cost of the proposed parking study will not
exceed $15,000 exclusive of the staff time spent on this project.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
Parking problems in the Martinez Civic Center area have been
gradually getting worse over the past few years.
Land use changes and increased economic activity in the downtown area
have influenced the parking supply and demand balance. The
completion and operation of the County Detention Facility and
Downtown Improvement Projects have caused a considerable increase in
parking demand during the working hours on an average weekday. The
new Courthouse will also adversely impact the current parking
situation.
There is a pressing need for a parking study in the Martinez Civic
Center Area to identify the issues, analyze parking supply and demand
and develop alternative technical and financial solutions to the
parking problem.

At the staff level, the need for a parking study was discussed in
detail with the City of Martinez and the Community College District
and a request for proposal (RFP) was jointly developed. In response
to the RFP four consultants submitted proposals to the City of
Martinez. The Martinez Parking Place Commission, in consultation
with the City and the County staff, recommended one of the four
consultants for approval of the City Council. The City Council
approved the Parking Commission recommendation on April 1, 1987 . The
Council also authorized a formal request to the County requesting our
participation in the study.
The Community College District is willing to contribute $1,000 as the
District' s share of the cost of the proposed parking study. The City
of Martinez is willing to share 50% of the remaining cost with the
County (see attached letter from the City dated April 3, 1987) . The
County' s share will not exceed $10,000. It has been observed that
some non-capital intensive minor improvements can be effective in
improving the parking conditions. Such improvements include
restriping of parking spaces and installation of signs in certain
areas. The total cost of such improvements will not exceed $5,000.
The staff believes that the County' s interest will best be served if
the different jurisdictions and parking interest groups are actively
involved in the parking study and seek solutions to the parking
problem together.
In view of the gravity of the parking problem and the need to seek
solutions in cooperation with the City of Martinez, The Board of
Supervisors is requested to authorize an expenditure not exceeding
$15,000 for 500 of the cost of parking study, to implement some minor
improvements to meet the immediate needs and to analyze some staging
options for jurors.
The expenditure requested above is not budgeted for FY 1986-87 . The
City of Martinez is willing to proceed with the study now with an
assurance from the County that 50% of the cost will be paid by the
County soon after the approval of the County' s budget in August for
the FY 87-88. That budget proposal includes an expenditure of
$15,000 for the parking study and minor parking improvements.
CONSEQUENCES OF NEGATIVE ACTION:
The public and County employees may continue to experience difficulty
in parking in the civic center area on their business trips.
