Counties do not have a major independent revenue source which can be used to meet increasing expenditure obligations. In addition, counties are unable to control expenditure growth in programs required by State law, particularly in the areas of health, welfare and criminal justice. The share of county general purpose revenues consumed by State required programs has grown significantly, requiring severe cutbacks in service in some counties.
