SUBJECT: County Supervisors Association of California County Fiscal
Relief Campaign
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTIONS
1 . Adopt a resolution endorsing the CSAC Fiscal Relief Campaign
which includes major State assistance in financing the court
system, a shift of revenue from the State to the counties
and State financial assistance for caseload-driven, State
mandated programs.
2. Send copies of the resolution to all members of the County' s
State Legislative Delegation and present the resolution to
the CSAC Legislative Conference on April 22, 1987.
3 . Set a public hearing for May 12 , 1987 at 10 : 30 a.nto hear
from business, labor, cities and community groups about the
CSAC Fiscal Relief Campaign.
4 . Request the County' s State Legislative Delegation to support
the key components of the county fiscal relief plan: SB 205
and AB 343 (revenue shift`/MIA' s) , SB 253 and AB 650
(caseload stabilization) and SB 203 and AB 2640 (trial court
funding) .
5. Thank the Contra Costa County Taxpayer' s Association for co-
sponsoring the public advocacy and awareness campaign.
BACKGROUND
California counties are in serious financial trouble. Counties
do not have a major independent revenue source which can be used
to meet increasing expenditure obligations. In addition,
counties are unable to control expenditure growth in programs
required by State law, particularly in the areas of health,
welfare and criminal justice. The share of county general
purpose revenues consumed by State required programs has grown
significantly, requiring severe cutbacks in service in some
counties.

The County Supervisors Association of California has developed a
"grassroots" campaign to develop broad based local support for
legislative changes aimed at stabilizing county costs related to
caseload-driven and other State mandated programs. All counties
throughout the State have been requested to participate in and
support the CSAC effort.

California Counties ) RESOLUTION NO. 87/ 216
WHEREAS counties are under siege by the State of California; and
WHEREAS unfunded state mandates are consuming the major portion
of county discretionary revenues; and
WHEREAS most of the State' s 58 counties are in serious financial
trouble and are facing drastic program cuts and employee layoffs;
and
WHEREAS monetary "quick fixes" from the State have not provided
long-term relief; and
WHEREAS. counties continue to bear the burden for program costs
that are the legitimate responsibility of the State; and
WHEREAS counties should be relieved of the cost of State mandated
programs so they can return to providing the level of services
taxpayers deserve in such areas as law enforcement, fire
protection, road maintenance, mental health, foster care and
other community programs;
BE IT RESOLVED that the Board of Supervisors calls for an end to
unfunded State mandates and urges the State Legislature and the
Governor to provide fiscal relief for counties under siege.

SUBJECT: Presentation By County Administrator on Proposed
Legislation on Diversion of Property Tax Revenues.
Phil Batchelor, County Administrator, reported orally to
the Board on AB 339 , the Cortese Bill , and SB 407 , the Campbell
Bill, relative to the diversion of property tax revenues from the
County to other jurisdictions. He recommended the Board take a
position against AB 339 and SB 407 and authorize the Chair to
testify on April, 22, 1987 on behalf of the County on SB 407 before
the Senate Local. Government Committee in Sacramento.
Supervisor Schroder moved to approve that recommendation.
Supervisor McPeak requested a report on the determination
calendar on April 28, 1987 from the County Administrator on the out-
come of the bills and information as to where the Board stands with
the two interested cities in Contra Costa County and what we could do.
IT IS BY THE BOARD ORDERED that opposition to proposed
legislation AB 339 and SB 407 relating to diversion of property tax
revenues from the County to other jurisdictions is REAFFIRMED;
Chairwoman McPeak is AUTHORIZED to testify on behalf of the Board
before the Senate Local Government Committee, expressing the Board's
opposition to SB 407 ; and the County Administrator is REQUESTED to
report on April 28 , 1987 on the issues as requested by Supervisor
McPeak.
