OFFICIAL JOB CLASSIFICATION WORKING JOB TITLE Place of Work and Assigned Hours Time Required Deacriplion of Work: ECIP PROC32AM Training 1. Participate in ongoing training with State Department of Economic opportunity in the use of report forms and the implementation of new regulation. 2. Assist PG&E in the preparation and implementation of energy conservatic workshops for low inoame people. Workshops are on ccnsLuner informatioi reading monthly utility bills and utility meters. 3. Conduct training workshops for local delegate agency staff cn the use of new intake procedures and State regulations. 4. Coordinate with entire departmental staff on intake procedures for ECIP. Planning 1. The coordinator of the State and Federal EICP (Utility Bill Payment Program) Funding for Contra Costa County. Develope the distribution plan for allocation of ECIP Funds. Takes referrals from the social service department and both public and private noel-profit agencies. 2. Prepare and update all acciliary forms for client. Have available the basic State intake form and distribute all forms to each local intake office. Contact delegate agencies in the receipt of and preparation of ECIP applications in a correct and accurate manner. Monitoring Program Spending 1. Be responsible for daily and weekly spending levels for each of the local intake offices. County allocation 1986. 2. Make monthly reports to EDC and prepare State DOE Report forms. 3. Keep a file folder for each client served and monitor compliance with program limit for each expenditure. Meet with State Monitor. Client Contact 1. Take scheduled client intakes in Concord office. 2. Give telephone advice to .clients County wide. 3. Give technical assistance to PG&E and local agencies on ECIP. 4. Pick up completed forms and distribute new forms to out reach offices and PG&E. Claims Payment 1. Receive and review all applicaticns from intake officers. (Error control) . Because of nearly twenty--five years of comTtunity involvement I provide the DDC with my expertise in writting and interpreting State and County rules, bylaws, guide lines, procedures and proposals.
