. STATUS REPORT ON CONTRA COSTA COUNTY' S
1987 LEGISLATIVE PROGRAM
( Current to April 10, 1987)
1 . Issue:
Add Contra Costa County to the list of counties authorized
to establish a municipal court administrative assessment to
cover the cost of recording and maintaining .. a record of
convictions for Vehicle Code violations and to establish a
fee in both Municipal and Superior Court 'for the processing
of accounts receivable for fines owed in criminal cases..
Status :
SB 330 (Robbins) has been introduced to accomplish this. On
February 241 1987 , the Board voted to . SUPPORT SB 330 . SB
330 is on referral to. the Senate Judiciary Committee and is
scheduled .for .hearing in that .Committee May'. 12, 1987 .
Representation
Jackson/Banish & Associates is representing the County on
this issue.
2 . Issue:
Impose a $1 . 00 fee on vehicle registrations to . fund the
Abandoned Vehicle Trust Fund in order to finance the removal
of vehicles from public property.
Status:
AB 166 (Hauser) , AB 425 (Agnos) , SB 144 (Ayala) , and SB. 1272
(McCorquodale) have been introduced to .accomplish this. On
January 13 , 1987 , the Board voted to SUPPORT AB 166; on
January 20; 1987, the Board voted to SUPPORT SB 144, and on
February 10, 1987 , the Board voted to SUPPORT AB 425 . On
April 21, 1987, the Board is being asked to support SB 1272 .
AB 425 has passed the Assembly Transportation Committee and
is scheduled to be heard 'in Assembly Ways and Means on
April 22 : All other bills are in their respective
Transportation Committees.
Representation:
D. J. Smith Associates is representing the County on this
issue.
3 . Issue:
Increase the value of an abandoned vehicle which can be
disposed of through an expedited procedure from $100 to
$300.
Status-
Assemblyman Campbell has introduced AB 1622 to accomplish
this. On April 7, the Board .voted to support AB . 1622 ..
Representation:
D. J. Smith Associates is representing the County on this
issue.
4 . Issue:
Introduce legislation to provide funds for We Care, Lynn .Day
Treatment, and the Therapeutic Nursery School.

Status :
Discussions are being held with Assemblyman John
Vasconcellos regarding placing funds for these centers. in .
the 1987-88 State Budget. In the meantime, Assemblyman
Vasconcellos has introduced AB 1364 to accomplish this goal.
On April 7 , the Board voted to SUPPORT AB 1364, which is
scheduled to be heard in Assembly Health on May 5 .

5 . Issue•
Support efforts by CSAC to get .the $25 million in funds for
the MIA program restored.
Status:
Senator Robbins has introduced SB 251 and . Assemblyman
Margolin has introduced AB 803 to restore the MIA cuts;
however, , CSAC does not believe there is much : chance. of
having the money restored unless agreement can be .reached on
the PERS surplus funds . Thus far, no agreement seems likely
between the. Administration and the lea dership. in the . Senate
on this issue. SB 251 passed the Senate: Health and Human
Services Committee March 26, and is currently on the Senate
Appropriations Committee Suspense File. AB 803 has passed
the Assembly Health Committee and is now pending a hearing
in Assembly Ways and Means.
Representation:
CSAC is representing the County on this issue.
6 . Issue:
Obtain additional funds . for disproportionate providers of
health care.
Status:
SB 235 (Maddy) , SB 57 (Marks) , and AB 219 (Margolin) have
been introduced to accomplish this in` various ways at
various levels of funding. AB 219 passed the Assembly
Health Committee and is pending hearing in Assembly Ways and
Means. SB .57 and SB 235 are both scheduled to be heard in
Senate Health and Human Services on May 6..
Representation:
We will look to CSAC to provide primary representation of
our interests in regard to these bills and others which may
be introduced to address this issue.
7 . Issue•
Add Contra Costa County to the list of counties authorized
to add an additional penalty assessment for.. traffic fines to
provide funding for the Courthouse Construction Fund and
Criminal Justice Facility Temporary Construction Fund.

Status:
SB 349 (Bergeson) . has been introduced to accomplish this.
On February 24,. 1987 , the Board voted to SUPPORT SB 349 . SB
349 has passed the Senate Judiciary Committee andis now on
Third Reading on the Senate floor.
Representation:
Jackson/Barish & Associates is representing the County on
this issue.
8 . Issue:
Amend Penal Code to change the manner in which funds are
sent to the State for citations for driving.` without proof of
insurance so the County need only provide funds to the .State
when an individual is. convicted rather . than for every such
citation.
Status:
Senator Robbins has introduced SB 351 to accomplish this.
The Board voted on February 24, 1987 to SUPPORT SB 351 . SB
351 has passed the . Senate and is pending . committee
assignment in the Assembly.

this issue:
9 . Issue- .
Provide funds for the Veterans Service Department from the
savings that are generated in . other State .agencies due to
the successful efforts of. the Veterans Service off-icer..
Status:
AB 148 (flute) has been introduced to accomplish. this.. On
January 13, 1987 , the Board voted to SUPPORT AB 148 . AB 148
has passed the Assembly. Veterans Affairs Committee and is
scheduled to be heard in Assembly Ways and Means April 22 .
Representation:
No specific representation on behalf of the County is being
made on this legislation.
10 . Issue-
Add two new. Superior Court Departments, both effective
January 1, 1988 .
Status:
On February 3 , 1987 , the , Board of Supervisors adopted a
Resolution requesting two new Superior Count. Departments
effective January 1;, 1988. Senator i80.atwright has
introduced SB 396 to accomplish the Board.' s request. On
February. 24, 1987, the Board voted to SUPPORT SB 396.
Assemblyman Chandler has also included two new Superior
Court Departments. in AB 298. SB 396 is scheduled to . be
heard in Senate Judiciary April :2 1 . AB .2 9.8 ,is :in. Assembly
Judiciary.

The County Administrator' s Office is pursuing this issue.
11 . Issue•
Introduce the annual municipal court pay and staffing bill.
Status:
Senator Boatwright has introduced SB 506 for this purpose.
SB 506 is scheduled to be heard in Senate Judiciary April
28 .
Representation:
The County Administrator' s Office is pursuing this issue.
12 . Issue•
Repeal sunset provision authorizing Contra Costa County to
hire temporary court commissioners.
Status:
SB 369 (Boatwright) has been introduced to accomplish , this.
On February 24, 1987 , the Board voted to. SUPPORT SB 369 . SB
369 has passed the Senate . and is now in the Assembly
Judiciary Committee.
Representation:
The County Administrator' s Office is representing the County
on this issue.
13 . Issue•
Authorize the Municipal Court to separately impose the $50
assessments for the Criminal Laboratory Fund and the
Alcoholism Fund as an added sanction on each DUI conviction.
Status:
Assemblyman Isenberg has indicated he. will introduce
legislation to accomplish this.
Representation:
Jackson/Barish . & Associates is representing the County on
this issue.
14 . Issue•
Repeal the requirement that transportation services for
extended day care programs can only be provided by school
districts.
Status:
Assemblyman Vasconcellos has this provision in. AB 2628.
Assemblyman Filante also has this provision :in AB 2284. On
April. 21 the Board is being asked to support both of these
bills. AB 2628 is scheduled to be heard in Assembly Human
Services May 6. AB 2284 is being heard in Assembly
Transportation May 6 .

15 . Issue:
Rename Highway 4 in Contra Costa County the "California
Delta Highway" .
Status:
SCR 11 (Boatwright) has been introduced to rename Highway. 4
from Interstate 5 to . Interstate 680 . the "California Delta
Highway" . On January 27, 1987; the Board 'voted to SUPPORT
SCR 11. SCR 11 has passed the Senate and is now in the
Assembly Transportation Committee.
Representation:
The County Administrator' s Office is representing the County
on this issue.
16 . Issue•
Oppose efforts to pass legislation which .. would amend the
Fire District Law to make it easier to change. the governing
board of existing fire districts 1 from. .. the Board of
Supervisors to. a new independently elected .governing board.
Status :
Senator Marian Bergeson. has introduced SB 5.15 to accomplish
these changes. . On 'March 17 , the Board. voted to OPPOSE SB
515 unless these amendments are included. SB 515 is
scheduled to be heard in Senate Local Government April 22 .
Representation:
Jackson/Barish & Associates and CSAC are . representing the
County on this issue.
17 . Issue•
Increase the bonding authority on the Benicia-Martinez
Bridge so as to pay for a second span across the Carquinez
Straits.
Status:
AB 383 (Baker) and SB 1635 (Keene). have been introduced to
accomplish this. On February 10, the Board voted to SUPPORT
AB 383 with, amendments to take into account Transportation
Systems Management features on the . new span. AB 383 has
been ref erred ` to a, subcommittee of Assembly Transportation
for further consideration. SB 1635 is in Senate
Transportation.

18 . Issue•
Support efforts of CSAC to obtain legislation requiring
funding of State-mandated local programs.
Status•
SCA 8 (Nielson) has been introduced which would make it more
difficult to pass State-mandated legislation without
providing the necessary funds. On February 3 , 1987 , the
Board voted to SUPPORT SCA 8 .
Representation:_
The County Administrator' s Office is working with CSAC on
this issue.
19 . Issue:
Obtain legislation providing a pass-through of sales tax
revenue to counties .
Status-
AB 282 (Statham) , AB 343 (Cortese) , AB 410 (Frazee) , and SB
205 (Kopp) have been introduced for this purpose. AB 282
and AB 410 have FAILED passage in Assembly Revenue and
Taxation. AB 343 PASSED Assembly Revenue and Taxation and
is scheduled to be heard before Assembly Ways and Means
April 22 . SB 205 has PASSED the Senate Local Government
Committee and is scheduled to be heard in Senate
Appropriations April 23 .
Representation:
The County Administrator' s Office is currently working with
CSAC and directly with other County Administrators on a
proposed position on sales tax transfer legislation. The
Board will be asked to take a position on these measures
when our analysis is completed.
20 . Issue•
Seek legislation which will indemnify the Retirement Board
and Board of Supervisors from liability for alleged
violation of their fiduciary responsibilities if they divest
the County' s retirement fund from holdings in firms doing
business in South Africa.
Status•
Assemblyman Campbell has introduced AB 1634 to accomplish
this. The Board voted to SUPPORT AB 1634 on April 7 . AB
1634 is scheduled to be heard in Assembly Governmental
Efficiency and Consumer Protection on May 5 .
Representation:
The County Administrator' s Office and the Retirement Board
are working cooperatively to accomplish this.
On the remaining issues on the County' s 1987 Legislative Program,
no specific action has been taken to date in order to concentrate
available resources on those high priority issues which have the
greatest potential fiscal impact.
