SPECIFIC REQUESTS) OR RECOMMENDATION(_S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION•
Adopt a position of support for SB 1664 by Senator Robert Presley
which would place before the voters in 1988 a bond_ measure which
would authorize the issuance of $250 million in bonds for the
construction, reconstruction, remodeling, replacement, and
deferred maintenance of state and county juvenile facilities.
BACKGROUND:
Senator Presley has proposed a $250 million bond issue to finance
state and county juvenile facilities. If approved by the
Legislature and the Governor, the bond measure would appear on
the June, 1988 ballot.
The County' s Juvenile Hall was built in 1950 and added to in
1972. It has an operating capacity of 120 and generally averages
a population of 110. The Boys ' Ranch has a capacity of 74 and an
average population of 70, with 10 to 20 boys waiting in Juvenile
Hall at all times for openings in the Boys' Ranch. The Boys'
Center has a capacity of 19 and an average population of 18 . 5.
The Juvenile Hall currently has 2-person rooms although the
current state standard in juvenile facilities is a single-person
room. Contra Costa County is only able to continue using
2-person rooms because we were grandfathered in at the time the
standards were changed. If we had to go to one-person rooms, the
capacity of the hall would be cut in half .
There is currently a pressing need to expand or rebuild the Boys'
Ranch and there will be a need to remodel or replace the 1950
portion of Juvenile Hall in the future. As counties rebuild
their juvenile facilities there is increasing pressure on
counties with oder facilities to comply with current one-person
room standards and to otherwise update their facilities. This
County obviously cannot finance millions of dollars in
remodeling, expansion, and replacement of juvenile facilities

without State assistance, such as the bonds which SB 1664 would
authorize.
SB 1664 requires a 250 local match which will be difficult enough
to appropriate while the County is also financing the
construction and ongoing operation of a new adult detention
center in West County.
The County Probation Officer recommends the Board support SB 1664
and this office concurs with that recommendation.
