April 14, 1987 County SUBJECT: Legislation: Assembly Bill 1081 (Moore) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position of support for AB 1081 by Assemblywoman Gwen Moore which would establish three "hate crime centers" in the northern, central, and southern regions of the State. Authorize the Chair to indicate to Assemblywoman Moore, and the Attorney General, that Contra Costa County is interested in being designated as one of the three sites if the Legislature appropriates funds to establish and support such centers. BACKGROUND: Under current law, there is no requirement that hate crime centers be established. Assemblywoman Gwen Moore has introduced AB 1081 which would require the State Department of Justice to assist in the establishment of three pilot hate crime centers. The Centers would be charged with doing all of the following: (a) Work with community organizations to prevent and to respond to hate crimes. (b) Gather information about incidents of hate violence and report it to the Department of Justice. (c) Assist local schools in developing a curricula and addressing human relations issues. (d) Develop response to hate crimes and violence in cooperation with local law enforcement. (e) Develop programs to assist victims and witnesses of hate crimes in cooperation with district attorneys. ( f) Develop and implement conflict resolution strategies and programs. Hate crimes are defined as crimes which are primarily founded in racial, ethnic, or religious bias. Page 2 The County' s Human Relations Commission, at its regular meeting on April 8, 1987, voted unanimously to support AB 1081, and to urge the Board of Supervisors to support AB 1081 and, further, to indicate the interest of Contra Costa County in being designated one of the three pilot projects for this purpose.
