BACKGROUND: Under current law, the maximum amount that can be financed under the "Cal-Vet" program is $75,000 for a home; $75,000 for a mobilehome to be installed on a foundation on the purchaser' s property, or $55, 000 for a mobilehome to be placed in a mobilehome park. SB 285 would increase these amounts to $90,000 for a home; $90,000 for a mobilehome to be installed on a foundation on the purchaser' s property, and $70,000 for a mobilehome to be placed in a mobilehome park. The current values were approved in legislation which became effective June 29, 1983 (Chapter 146, Statutes of 1983 ) . In view of the . impact of inflation over the past four years, and particularly the cost of real estate, it seems only reasonable to increase these maximum values in order to make a somewhat broader portion of the home market available to veterans who finance their homes under the "Cal-Vet" program. The Veterans Service Officer recommends support for SB 285 and this office concurs with that recommendation.
