SUBJECT: SAN RAMON ASSESSMENT DISTRICT NO. 1984-1
Specific Requests or Rec en ation s Backgrdund & Justification
I. RECOMMENDED ACTION:
1. Approve action of the City of San Ramon to annex the Canyon Lakes Property to Assessment
District No. 1984-1 in accordance with the requirements of the Joint Exercise of
Powers Agreement between Contra Costa County and .the City of San Ramon.
2. Consent to the assessment district boundaries extension as indicated on the map
designated "District Boundary Map, Assessment District No. 1984-1" and grant
jurisdiction to the City.
3. Accept for filing the City of San Ramon' s Resolution No. 87-32 initiating annexation
proceedings.
II. FINANCIAL IMPACT:
None. Concurrent with the completion of the city's assessment district boundary extension,
the county district will be dissolved pursuant to the provisions of the Landscaping and
Lighting Act of 1972.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On January 13, 1987 the County signed a Joint Exercise of Powers Agreement with the City
of San Ramon to facilitate the on-going maintenance of landscaping facilities in Zone
1 of Contra Costa County Landscaping and Lighting District AD 1981-5 (LL-5), during and
subsequent to the annexation of the first phase of the Canyon Lakes Project to the City
of San Ramon. The agreement provides for the City to take all steps necessary to include
the Canyon Lakes Property into a city assessment district to maintain landscaping and
related improvements within the Canyon Lakes Property. This action is to take place no
later than is necessary to permit the City to levy assessments under the Landscaping and
Lighting Act for fiscal year 1987-88 and subsequent years. Concurrent with the annexation
of the Canyon Lakes Property to the city district, the County will take the appropriate
actions to detach Zone 1 of the Contra Costa County Landscaping and Lighting District
1981-5 (LL-5) as provided in the Landscaping and Lighting Act.

The City further proposes to annex unincorporated areas beyond the Canyon Lakes Property and
within the City's sphere of influence. The proposed landscaping and lighting improvements
directly affect the land of such territory and the City seeks to accomplish the work purposes
by a single comprehensive scheme of work as required by Section 5115 of the Streets and Highways
Code. The Landscaping and Lighting Act allows the extension of an assessment district boundaries
into another agency's boundaries, but only with the permission of the legislative body of the
other agency. This permission is obtained by submitting a proposed boundary map and the proposed
resolution of intention to the other agency before the resolution of intention is adopted.
IV. CONSEQUENCES OF NEGATIVE ACTION:
The City will be unable to fulfill its obligations under the requirements of the Joint
Exercise of Powers Agreement and will further be unable to accomplish .its annexation
proceedings pursuant to the Landscaping and Lighting Act.
