March 31 1987 for Action on County March 10, 1987 SUBJECT: Analysis of AB650 and AB253 for Stabilization of County Case-Driven Costs SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Request County Administrator ' s Office to analyze AB650 and SB253 for stabilization of county case-driven costs and. determine how it would apply to Contra Costa County as now written and determine if Contra Costa County should sponsor appropriate amendr: :nts. Further, Consult with County lobbyist to develop a strategy that will shape AB650 to aid Contra Costa County. BACKGROUND CSAC-sponsored legislation has been introduced to stabilize county revenues against the rising cost of state-mandated expenditures. AB650, authored by Assemblymembers Costa, Condit, Cortese, Harvey, Hauser, Jones,and Statham, is co-authored by Senators Keene and McCorquodale. When a county' s net costs for specified state-mandated programs grow faster than its own "general purpose revenues, " the bill allows the State to will fund the difference. The stabilization mechanism is in the form of a ratio of mandated expenditures to county general purpose revenues for a base year determined as FY 1980-81 . The same ratio would be calculated in succeeding years and compared to the base year. If the current year ratio exceeded the base year ratio, the State would provide the county with additional funding to equalize the two numbers. Such funding would begin on July 1, 1988 , based on calculations by the Department of Finance. Mandated programs covered under :AB650 include AFDC, general assistance, municipal and superior courts, district attorney, public defender, probation, correctional facilities, and health services. Caseload-driven programs in these areas have hit counties hard over the past several years. AB650 is similar to SB253 (Bergeson) which also provides a "circuit breaker" for county finances. The question remains how these bills would assist Contra Costa County and whether or not they should be or could be amended to more directly address our problems. Hence, the reason for the above requested action.
