SUBJECT: Infectious Waste Disposal at Merrithew Memorial Hospital
On recommendation of Supervisor Fanden, IT IS BY THE BOARD
ORDERED that the Health Services Director is REQUESTED to report on
the handling and disposal of infectious waste at Merrithew Memorial
Hospital as a result of the closure of the hospital incinerator by
the Bay Area Air Quality Management District; and also report on the
feasibility of a joint incincerator with other hospitals and the
possibility of the Veterans' Hospital taking and disposing of the
infectious materials.

Attached is a memorandum from Mark Finucane and attached
correspondence from the Bay Area Air Quality Management District
indicating that test results of the incinerator at Merrithew
Memorial Hospital indicate emissions above the levels permitted
by BAAQMD. As a result, the incinerator has been shut down and
will not be in use in the future except on an exception basis by
the Sheriff ' s Department to destroy narcotics, which will require
a waiver from BAAQMD.
This correspondence is forwarded for your information. No
further action by the Board appears to be required at this time.

On December 11, 1986, Enforcement Engineers for BAAQMD conducted source testing
of the incinerator' s stack effluent. The test run was performed over an
approximate 6 to 8 hour period. Formal documentation was submitted to the
Assistant Hospital Administrator on December 26, 1986 (c.f. attachment).
The BAAQMD's report states that operation of the incinerator results in signifi-
cant particulate emission excursions above current BAAQMD standards as cited in
Regulation 6, Section 310-1.
Further, the hospital is enjoined from any future operation of the incinerator
in its present structural condition.
On December 31, 1986, the hospital informed the Sheriff' s Department and
Martinez Police (law enforcement burns confiscat6d narcotics and drugs
approximatey twice a yew-) that operation of the incinerator would be suspended
effective immediately. collection and disposal -of hospital waste, both infec-
tious and noninfectious, is being handled by the Martinez Sanitary Disposal
Company. Disposal of biological and/or visible human tissue (as waste) , and
outdated patient medications are being transported to the Veterans Hospital ,
Martinez, as part of the V.A. 's waste stream.
The Sheriff' s Office has been informed by BAAQMD, that they can apply for a
waiver to continue to use the incinerator to destroy confiscated narcotics and
drugs. The Sheriff' s Office has been informed by the hospital administration
that they can can use the incinerator if they receive the waiver and pay for all
costs associated with the occasional operation.
It is the general consensus of the hospital staff, that shutdown of the inci-
nerator does not pose an unusual burden on hospital functions; and considering
that the private collection plan has been implemented, no environmental health
risk is being created in the interim.

was at 1505 hrs.
