Refer to the Community Development Department, Transportation Planning Division, and the Transportation Committee the issue determining BART' s . appropriate share of the Willow Pass Grade project on Highway 4 and preparing a report outlining formal Board of Supervisors actions that should be taken to establish a county position on this subject and communicate it to the BART Board of Directors. 2. Request the Community Development Department for a status report on the engineering of the Willow Pass .Grade project. 3 . Consider letter of thanks to BART for the estimated $2 million cost of the engineering and EIR work. BACKGROUND INFORMATION: The current estimate of this project is $50 to $60 million. This must be financed as a. "package plan. " HR2 , authored by Congressman George Miller, promises to provide $5 million. The extra westbound lane project (which will serve as a bypass during construction of the ultimate project) will be financed through the county' s adopted fee plan on residential construction and the East County cities' appropriate co-financing shares. BART has already offered to provide the $2 million for the engineering and ETR. Negotiations are nearing conclusion regarding a significant financial contribution to the project by the Navy as a mitigation for the closure of Port Chicago Highway. To simply accommodate .increasing vehicular traffic over the grade, the presently identified funds would be close to providing the necessary financing for the lane additions in both directions. The cost of additional widening and of lowering for a future rail system are estimated to cost $30 million. These costs, I believe, should be paid for by BART. The rail extension to East Contra Costa County is in the top tier of BART' s extension plan. An "alternatives analysis" for this extension- is currently underway. Assemblyman Baker has introduced AB 383 on that very matter, a copy of which I have enclosed. I have chosen not to coauthor the bill , in part because of many of the same concerns which you have expressed. On the matter of the Willow Pass grade project being funded through a bridge toll increase, such an action is precluded by law according to our Legislative Counsel. Toll bridge dollars must be used to float bonds for the "bridge and immediate approaches . " You know I share the view that the Willow Pass grade is the top project priority in our county.
