SELECTION OF ARCHITECT FOR EL PUEBLO MODERNIZATION WORK
I. RECOMMENDED ACTION:
Authorize the Executive Director of the Housing Authority of the County of
Contra Costa to execute a standard Housing and Urban Develoment (HUD) Architectural
Services Contract with Armas Sootaru, A.I.A. for the modernization work at El Pueblo,
Pittsburg, at a cost of $92,477, as recommended by the Advisory Housing Commission.
II . FINANCIAL IMPACT:
The $92,477 professional fee for Mr. Sootaru' s architectural services will be
paid from Comprehensive Improvement Assistance Program funds received from HUD to
implement the El Pueblo modernization program.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On December 10, 1986 the Housing Authority issued a Request for Proposals for
architectural services, landscaping and engineering work to complete the
modernization work at the El Pueblo housing development in Pittsburg. A total of 16
proposals were received and reviewed by Staff. Seven architectural firms were
intereviewed by an Interview Committee composed of the Executive Director, Director
of Housing Operations, Director of Development, Technical Director, Assistant
Technical Director and the Housing Rehab/Technical Officer.
The architectural firm recommended by staff is that of Armas Sootaru, A.I.A.
Mr. Sootaru has his offices in Martinez and has over 25 years of architectural
experience in working with public agencies. Additionally, Mr. Sootaru is the
architect who successfully completed the modernization work at the Las Deltas housing
development in North Richmond.
At its regular meeting on Monday, February 23, 1.987, the Advisory Housing
Commission moved to recommend that the Executive Director of the Housing Authority of
the County of Contra Costa be authorized to execute an Architectural Services
Contract with Armas Sootaru, A.I.A. in the amount of $92,477, for the modernization
work at E1 Pueblo.

IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not authorize the Executive Director
to execute an Architectural Services Contract with Armas Sootaru, A. I.A. for
completion of the modernization work at E1 Pueblo, it would be necessary for the
Housing Authority to issue a new Request for Proposals, thereby delaying the much
needed modernization work.
