T 7 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on March 3 , 1987 by the following vote: AYES: Supervisor Fanden, Schroder, and McPeak NOES: Supervisor Torlakson ABSENT: Supervisor Powers ABSTAIN: None ------------------------------------------------------------------- ------------------------------------------------------------------- SUBJECT: Hearing on Request by Pacific National (Dynasty Development) to Amend the General Plan in the West Pittsburg area. The Board on February 3 , 1987 continued to this date the hearing on the recommendation of the Contra Costa County Planning Commission with respect to an application to amend the Land Use Element of the County General Plan for approximately 36 acres of land from General Open Space, Light Industrial and Office to Multiple Family Residential High Density by Pacific National (Dynasty Development) in the West Pittsburg area ( 16-85-CO) ; James Cutler, Community Development Department, delivered the staff presentation on the proposed amendment to the Board of Supervisors. He commented that the area was outside the sphere of influence of the City of Pittsburg. He commented on the staff and Planning Commission recommendations. Supervisor Torlakson gave a brief history of the General Plan and commented on the jobs housing balance for the area and and ex- pressed concern for the hillside policy of the City of Pittsburg. Supervisor Torlakson commented on the number of scenic corridors in the county and in particular the number in East County. The Chairwoman opened the public hearing. The following people appeared to speak for the proposed amendment: Crowell Sinclair, 1330 Arnold Drive #143 , Martinez; Frank Fehse, Pacific National, 43 Weller Lane, Danville; David Pines, Dynasty Development, 42080 Osgood Road, Fremont; Dan Parker, Dynasty Development, 987 Moraga Road, Suite C, Lafayette, planner; Terry Lula, James R. Stedman, Civil Engineers, Walnut Creek; Kenneth Bankston, Traffic Engineer and Consultant, Berkeley; Robert Wong, AGS, Inc. , 3650 Mt. Diablo Blvd. , Lafayette; The following person appeared to comment on the proposed amendment: Lillian Pride, 65 Civic Avenue, Pittsburg, City of Pittsburg; The following persons appeared to comment against the proposed amendment: Stan Wruble, 484 Azores Circle, West Pittsburg, Evora Improvement Association; Scott F. Anders, 251 Azores Court, West Pittsburg, Evora Improvement Association; Veronica Pettit-Villa, 271 Azores Court, West Pittsburg; Evelyn Munn, 35 Sandra Court, Walnut Creek; Zach Cowan, 66 Mint Street, San Francisco, Evora Road Improvement Association; Clara Evora Mota, 50 Rio Lane, Pittsburg; Frank Fehse spoke in rebuttal. The Chair. closed the public hearing. The Board discussed the proposed amendment. Supervisor Torlakson commented- on the proposed amendment including the inappropriate location df this quality project, issues in the Environmental Impact Review, jobs housing balance, the widening of Highway 4 and the Willow Pass Grade, schools, the scenic corridor, police services, and closure of the Port Chicago Highway. Supervisor Torlakson moved to deny the proposed amendment. The motion died for lack of a second. Supervisor Schroder commented on strip commercial zoning, and questioned the appropriateness of industrial use in the Highway 4 corridor. Supervisor Fanden commented on traffic, closure of the Port Chicago Highway and infill projects. Supervisor Fanden recommended delaying decision on the proposed amendment for one week. Supervisor McPeak commented on the jobs housing balance and that the area was appropriate for residential use. Supervisor Torlakson moved to reopen the public hearing and continue the matter for two weeks. The motion died for lack of a second. Supervisor Torlakson moved to continue the matter to the March 17, 1987 determination calendar with written comments to be accepted in the interim. There was no second to the above motion. Supervisor Schroder moved that the public hearing be closed and decision be deferred to the March 17, 1987 determination calendar, and the time for receiving written comments be defined. IT IS BY THE BOARD ORDERED that decision on the proposed amendment to the land use element of the County General Plan for the Pacific National (Dynasty) project is DEFERRED to the March 17, 1987 determination calendar, with written comments to be accepted until March 9 , 1987. 1 hereby certify that this i9 a true end correetcopy of an action taken and entered on the rhinatee of the Board of Supervisors on ti date shown.
