SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECO14MENDATION:
That the Board of Supervisors request the County
Administrator's office to review SB 1199 and report back to
the Board on how. to proceed in forming a "SAFE" - Service
Authority for Freeway Emergency.
That the local and state offices of the California Highway
Patrol be advised of our potential interest in providing
CALL BOXES ON FREEWAYS IN CONTRA COSTA COUNTY. And that
they be requested to inform the Board on the effectiveness
of these boxes in counties that already have them in place.
BACKGROUND:
Recently SB1199 has.. been passed and chaptered. No money has
been appropriated however, it does enable County Board of
Supervisors to form a "SAFE" - Service Authority for Freeway
Emergency - through a duly legislated Transportation
Commission.
Santa Clara County has formed a SAFE and they have done it
on a regional basis. The same approach could be utilized
between Contra Costa County and Alameda County.
If you have ever been stranded on a freeway, late at night
(or during gridlock hours) you became very conscious of the
danger involved in leaving your car to seek help. You may
have to walk miles to the nearest exit and that might expose
you to the danger of being struck and possibly killed by a
passing vehicle.
SB1199 would not have been passed and chaptered by our State
Legislature if a need for this type of protection hadn't
been adequately demonstrated by public safety officials.
Therefore, in the interest of service' our constituents,it
behooves us to investigate the establishment of a SAFE for
Contra Costa County.

The purpose of this letter is to inform you of the SAFE program which
was recently discussed by the East Bay Division of the League of
California Cities. It is respectfully requested that your Board will
introduce this issue at a March Board of Supervisors meeting.
In 1985, the California State Legislature enacted AB 1199, allowing
counties, with the support of the majority of its cities, to place Call
Boxes one-quarter mile apart on their freeways for the safety of their
commuters and travelers. Only six counties in the State have taken
advantage of this program. All of them are .in Southern California (see
attached article from the January 1987 issue. of Western Cities) .
If approved, the SAFE program would enable our citizens to travel at
night with the knowledge that if' car problems or an accident occurred ,
they would be no further away from reliable .help than an eighth of a
mile. It would be particularly helpful to senior citizens, disabled
drivers and women travelers with small children.
The Call Boxes would be similar to those which are presently on the Bay
Area bridges; however , by lifting the receiver , the caller would be
directly connected to a California Highway Patrol dispatcher .
Assistance would be immediate.
Attached please find the resolution which was adopted by the Livermore
City Council on February 9, 1987. If you have any questions, please do

Thank you for your consideration of SAFE. My hope is "that you will
approve this needed public safety program.

This issue was discussed with representatives from the cities i
of Alameda and Contra Costa Counties at the January 29 , 1987,
quarterly Division meeting. Everyone present expressed
interest in SAFE and agreed to place the item on the
February 11th agenda. Questions concerning vandalism i
were raised. That information is being researched by Lee
�- Ll Horner for the February 9th City Council meeting.

SUBJECT: SAFE Program
I was able to make contact with Harry Clark, the SAFE consultant and
author of the--Western Cities article, and received some valuable
information.
SAFE systems are operational in Los Angeles County, will be operational
in San Diego and Orange Counties within the year, and will be followed
shortly thereafter by Riverside and San Bernardino Counties. Apparently
Santa Clara and Alameda Counties have made inquiry on the system, with
Santa Clara seriously considering adopting the program.
Clark states that the Bay Area could very easily implement a SAFE program
because of the relatively low number of highway miles involved compared
to Southern California. He states that because of the density, all
the counties could go together and could be serviced by only one CHP
dispatch center, instead of numerous centers as in the south. He estimates
that there are 4. 5 million cars in the Bay Area and that the $1 per
vehicle assessment would more than adequately fund the program.
He further stated that call boxes could be installed and the system
operational within 18-24 months following approval of the SAFE by the
County Board of Supervisors. Vandalism to the call boxes and other
equipment is a very minor problem due to 1 ) sturdiness of the equipment
installed, and 2 ) the equiment is installed on major freeways which
are heavily traveled. Apparently the bulk of their vandalism problems
result froia--poori, maintenance, resulting in a stranded motorist reaching
a nonworking phone and damaging it in. frustration. Clark is sending
me additional information on SAFE that I will review prior to Monday' s
meeting.

A RESOLUTION OF THE LIVERMORE CITY COUNCIL AGREEING TO
THE ESTABLISHMENT OF A SERVICE AUTHORITY FOR
FREEWAY EMERGENCIES
WHEREAS, Section 2.550 of the California Streets and Highways
Code provides for the establishment ofa Service Authority for
Freeway Emergencies (SAFE) if the Board of the Supervisors of
the County and a majority of the cities within the County having
a majority of the population adopt a resolution providing for
the establishment of the authority; .and
WHEREAS, the City Council of the City of Livermore finds
that a Freeway Emergency Motorist Aid System is needed to protect
the safetv .of. motorists on the freeways ; and
. . WHEREAS, the City Council finds that a Freeway Emergency
Motorist Aid System is needed to reduce the time spent by law
enforcement officers responding to routine vehicle disablements ;
and
WHEREAS, SAFE will have responsibility for implementing
a Freeway Emergency Motorist Aid System in Alameda County; and
. WHEREAS , Section 2550 of the Streets and Highways Code
provides for a seven member SAFE Board with two members selected
by the Board of Supervisors and five members selected jointly
by the individual cities .
NOW, THEREFORE, BE IT RESOLVED by the Livermore City Council
that it agrees to the establishment of a Service Authority for
. Freeway Emergencies within Alameda County.
BE. IT FURTHER RESOLVED that the City Council urges the Alameda
County Board of Supervisors and the City Councils of other cities
within Alameda County to agree to the establishment of a Service
Authority for Freeway Emergencies .
