REQUEST:
That the Board of Supervisors accept the annual report from
the San Francisco Conservation and Development Commission
and commend them for their efforts.
BACKGROUND:
Attached is a copy of the Commission' s 1986 annual report to
Governor Deukmejian and Members of the California
Legislature.
A "Letter to the Editor" has been sent to local newspapers
so that our constituents can be made aware of the
responsibilities and duties of the commissioners.

It' s very important for Contra Costa County. to be represent-
ed on this Commission. Under its enabling legislation '(the
i
McAteer-Petris Act) the Commission hasp ermit authority for .
all projects involving fill, excavation, or change in use of .
f
any water, land, or structure within San Francisco Bay .to.
I
`. the line of highest tidal action; ;a .shoreline band extending
inland 100 feet and parallel to the Bay- shoreline; salt {
i.
ponds; managed wetlands (areas diked from the Bay and
managed as duck clubs or wildlife refuges) ; and certain
named waterways .
The Commission has submitted its 1986 annual report to
Governor Deukmejian and Members of the California
I
Legislature. I am pleased to share that report with you,
my constituents. i.
During 1986, the Commission issued 20 major and 108 admin-
istrative permits that will result in about 639 million j
dollars in construction around the Bay. . These projects will
i
provide about 11 acres of new Bay surface and 35 acres of
public access improvements along about 5 .1 miles of Bay
shoreline. In addition, the Commission approved nine
federal projects under the federal Coastal Zone Management .
Act.
Although most enforcement matters involve minor infractions
that can be resolved quickly, the Commission and our
Executive Director had to issue one cease and desist order.
this year, 43 formal enforcement investigations were begun,
and 28 enforcement cases were resolved.
The Commission continued its planning program to address
major issues affecting the Bay. During 1986, the Commission
amended our San Francisco Bay Plan to.: update the total
design for the San Francisco waterfront; delete two small
park priority use designation shoreline areas in Tiburon
and Foster City; adopt new findings and policies on house-
boats and live-aboard boats; and adopt new findings and
policies on commercial fishing. We also carried out our
mandated responsibilities to coordinate our planning with
the California Energy Commission, the State Coastal
Conservancy, and the Secretary for Environmental Affairs.
This year we initiated studies on dredge soil disposal,
water-related industry needs, mitigation practices, water
quality, and the rise in sea level. We expect to complete
these studies in 1987 .
The Commission is grateful for the public interest and
participation in its activities, and in particular for the

valuable assistance provided by the Commission' s volunteer
boards and committees. The Commission continues to receive
strong support from the Office of the Attorney General and
benefits greatly from the fine work of our dedicated staff .
The continued cooperation .of permit applicants has also been
i
important to the Commission in meeting its objectives.
We hope to maintain .the public' s trust as we continue to i
strive to achieve our primary objective: protecting San
Francisco Bay as a natural resource for the benefit of
present and future generations and developing the Bay and
its shoreline to :their highest potential with a minimum of
. Bay filling.
