Keary' s request for an information into the billing practices of the Contra Costa Consolidated Fire District. That a report be made to the Board of Supervisors no later than March 16th. BACKGROUND: Mr. Robert P. Keary recently received his. weed abatement assessment on parcel # 308-120-062 for the sum of $2,757 . 20. Previous billings have ranged from $160 .00 to $210. 00 per season 1983/1986 . An increase from $210 . 00 to $2,757 . 20 has prompted Mr. Keary to question by what authority the fire. district can charge these prices and where are these monies going? Mr. Keary is requesting that the Board look into this matter. Contra Costa- County Supervisors: After receiving my 1986 weed abatement assessment on parcel # 308-120- 062 for the sum of $ 2 ,757 . 20 , I feel there is a serious problem in the Contra Costa Consolidated Fire Districts billing & rates they compute administrative charges. In past years we had some problems with thecontractor doing the disc- ing, equipment breakdowns ect. The cost has increased in an acceptable range. Prices ranged from $160 . 00 to 210 . 00 Per season, 1986/1983 . 1983 price =$ 160 . 00 1985 price =$ 210 . 00 1986 price =$ 260 . 00 considerin a simular rate increase of $ 50 . 00 does . not add up to $ 2 . 757 . 20 increase. If the Fire District can charge thoes kind of administrative costs, I feel the system needs serious checking into where are these monies going to and what authority they can charge thoes prices for a computer printed billing system. In past billings I have been billed for two discings on the same day, contractor assigned job by Fire District diden"t complete job because his equipment was to large to get into a100 'x100 ' lot, I had to pay for other contractor to finish job. Job that was done this past year was by far the poorest disking job I have seen in 20 years. When the District office called any answers are extremely evasive on not at all,reguarding contractors assigned to do their discing. I would. appreciate your investigation into this situation, and any equ- atible solution to the problem. I would also appreciate your answer to this problen. Sincerley Robert P. Box 2002 Martinez, CA 94553 Dear Ms. Berger: Subject: Abatement Assessment Complaint, Parcel #380-120-062, $2,757.20 Our investigation has been completed of your complaint regarding the abatement assessment on the above subject parcel. It. has been determined that most of the abatement of the weeds and dry grasses on this parcel was by discing and .the discing charge of $837.20 will remain. There was also a small amount of mowing performed but was not as much as origi- nally estimated and- this charge will be reduced to $160.00. The total abate- meat assessment has been reduced to $997.20. The charge for abatement by the Fire District is considerably higher than in past years due to the increase in administrative charges and the cost of living increase applied to the abatement contracts in accordance with the contract terms. As the assessment was removed from your tax bill by our letter of October 28, 1986, payment of this reduced amount may be made directly to this office. If payment is not received, the assessment will be held over and placed on the 1987- 1988 tax bill.
