HomeMy WebLinkAboutMINUTES - 03031987 - S.14 S.14 TO: BOARD OF SUPERVISORS Contra FROM: Supervisor Sunne Wright McPeak COSta DATE: Introduced February 10, 1987 for Action on Colgy February .24 , 1987 SUBJECT: potential Loss of Local Jobs Because of Subsidies from a Foreign Government SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Request Congressman George Miller, Senator Alan Cranston, Senator Pete Wilson and the California Economic Development Commission investigate the allegations of subsidies from foreign governments which result in a loss of local jobs and California jobs. In particular, request an investigation into the relationship of Korean Government subsidies to the USX-POSCO joint venture and the resultant loss of local jobs in Contra Costa County. BACKGROUND There is much concern about the invasion of the American economy by foreign competitors and the loss of American jobs to off shore companies. However, it looks as if the invasion may have moved on-shore. There are many allegations about the potential subsidy of USX-POSCO by the Korean Government and the extent to which this may result in a loss of local jobs and California jobs. This matter is of prime concern to Contra Costa County' s economic survival; and should be addressed by the Board of Supervisors. However, we need additional resources to properly and objectively investigate the issues. Therefore, it would be most helpful to request the involvement of our federal representatives and of the California Economic Development Commission. ACTION OF BOARD ON March--I, APPROVED AS RECOMMENDED OTHER -)LX— Steven Roberti of the Central Labor Council commented on the above issue and urged the Board to approve the recommendation. Board members discused the matter in some detail, and took the following actions: 1. EXPRESSED the Board' s concern, and referred to the Internal Operations Committee for review the above issue of allegations of subsidies from foreign governments and joint ventures which result in a loss of local and State jobs. 2. REQUESTED the Health Services Director and Community Development Director to insure appropriate living quarters and that all zoning and health and safety codes are being adhered to on construction sites in the County. (Supervisor Powers abstained) 3 . REQUESTED the County Administrator to send a letter to USS-Posco Industries expressing the County's concerns relative to the employment of local people and inquiring as .-to their intentions in terms of use of local union employees; and requesting information regarding health benefits being offered to their employees and what resultant impact they would see on the County' s Health System.
