FROM: Supervisor Nancy Fanden `'
Costa
`'--baTE: February 24, 1987 County
SUBJECT: Water Conservation
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION: That the Board of Supervisors endorse the
concept of a Drought Action Plan, and refer this issue to
our water committee for recommendations.
BACKGROUND: The threat of a drought is upon us. Rather
than waiting until water quality is reduced, and
conservation is mandated, the Board of Supervisors can take
a leadership position to reduce consumption and expand this
precious, limited resource.
Urban water use is estimated to be only 15% of California' s
water supply with agriculture using the remaining 85%. Even
though urban use is minor when compared to that of
agriculture, we, have a responsibility to ensure that
drinking water quality water is used efficiently. Ensuring
that stored water will last through dry periods.
The Board has advocated water conservation and reclamation
on many occasions. Let' s bring forward and expand these
measures, include other agencies., and implement a water
conservation action plan.
At the same time we could be contacting our legislative
representatives to reemphasize our support for agricultural
conservation measures.
Water Districts should be also be informing us of their
plans to assure high quality domestic water in the event
that the Delta source is not acceptable.
