SUBJECT: OBTAINING ADDITIONAL FUNDING FOR MAINTAINING SB-14 PROGRAMS �/
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION•
Request the assistance of the Association of Bay Area Governments (ABAG) to
begin a lobbying effort with the aim of revising the SB-14 distribution
formula to more equitably distribute the existing allocation among
counties.
FINANCIAL IMPACT:
There is no direct financial impact associated with this recommendation.
BACKGROUND:
Board referral No. 48 directed the County Administrator, in conjunction
with Social Service and County Counsel, to pursue alternative approaches to
securing full State funding for implementing and maintaining SB-14
programs. The County has found it necessary to augment State and Federal
funding with County General Fund monies over and above the State' s match.
Three alternatives have been considered to seek recovery of the County' s
SB-14 overmatch: SB-90 claiming, lobbying and legislation.
The SB-90 claiming process was explored as an approach to recovering the
additional County dollars . However, SB-90 was determined to be a doubtful
avenue for obtaining additional funding insofar as the governing statute
contains language specifically stating that counties are not mandated to
provide more than.. 25o of the actual County expenditures for each year.
A more appropriate approach to resolving this problem is through lobbying
and/or amending existing legislation. What is needed is a combined effort
of counties which share Contra Costa County' s predicament. A cooperative
lobbying effort of these counties would be necessary to either reallocate
the existing Federal/State appropriation through a revised formula and/or
amend existing legislation to increase the total appropriation. However,
the impact of anticipated Federal cutbacks diminishes the likelihood of the
latter. Attached are illustrations showing that several other bay area

counties are experiencing overmatches in the SB-14 programs. It is
recommended that Contra Costa County pursue a lobbying effort jointly with.
other affected bay area counties through the Association of Bay Area
Governments (ABAG) .
Other alternatives include continuing to provide County dollars in addition
to the fixed State-required match or reducing child welfare services .
