Bragdon Contra Director of Community Development Costa DATE: February 20, 1987 County SUBJECT: Proposed Fee Increase and Ordinance Amendment for the Community Development Department SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Accept request/report from the Community Development Department and . set a hearing date of March 17, 1987 to receive any public comments on the proposed Community Development Department Fee Schedule amendment. FINANCIAL IMPACT The fee increase is requested to lessen dependence on funds from the County General Fund. REASONS FOR RECOMMENDATIONS The Board of Supervisors have continued to express their desire that the Current -Planning and Advance Planning activities be fully supported by user fees. BACKGROUND/INFORMATION The Current Planning and Advanced Planning activities are supported by application fees, administrative fees, appeal fees, personal . service fees and revenues collected on .the sale of documents and copies of documents ( to cover cost) . In addition, County funds have also been used to support the costs associated with these activities. In an effort to minimize the County funds used, it is proposed that a fee increase be adopted. To lessen the impact of this fee increase, the up-front application fees which support approximately half the costs will not be affected; the back-end fee collected at the Building Permit issuance will be increased thereby from the present level of loo to 300. By increasing the back-end fee, the developer will be paying associated fees based only on that which has passed through the public hearings and such fees will be collected as building permits are required for sections or stages of large developments when constructed. IMPACT OF NEGATIVE ACTION Fees would remain at their current level thereby requiring the current level of County funds for these activities.
