SUBJECT: EMERGENCY REPLACEMENT OF FUEL TANS_
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION•
Make findings that an emergency situation exists at Contra Costa County
Fire Protection District Station #2 and replacement of a diesel fuel tank
is necessary to reduce the danger to life or property in the community,
direct the Fire Chief to proceed with the project in the most expeditious
manner pursuant to Section 13885 of the Health and Safety Code, and enter
into any necessary contracts and declare that the public interest and
necessity demand immediate expenditure of public (district) money to
safeguard life, health and property. The project is not subject to the
provisions of the California Environmental Quality Act.
BACKGROUND:
The district has recommended in the attached report that an emergency
exists with respect to a leaking underground diesel fuel tank at the
district' s Administrative Headquarters and Communication Center. The
condition of the tank has allowed water to enter the tank which could have
the effect of contaminating the fuel supply stored in the tank. In
addition to supplying fuel for district apparatus, the tank also provides
fuel for an emergency diesel generator in the Communication Center used to
supply emergency electricity in the event of a power outage. If a power
outage occurred, the contaminated fuel would automatically be pumped to the
emergency generator which could result in the generator malfunctioning. If
the communication system failed, the district would be unable to dispatch
engine companies to fire, medical and other emergencies or to maintain
communications with other fire stations.

Reference is made to my memo of February 11 , .1987 (copy attached) to
you proposing a supplemental allocation from the SDAF for
underground fuel tank testing and replacement mandated by State law.
Twelve-thousand ( $12 , 000 ) of the proposed funding is to replace a
leaking diesel fuel tank at Station 2 which is adjacent to the
j: District ' s Communications Center.
The location of the hole in the leakingdieseltank is such that we
must keep the tank 300 . 40o under capacity to prevent it from
leaking. There is presently approximately 12 inches of water in the
` tank, which is in the process of being pumped out to decontaminate
` the fuel supply.

The diesel tank at Station 2 not only fuels our apparatus but also
provides fuel for our emergency diesel generator in the
Communications Center used as a back-up in the event of a power
outage. Due to the underground piping and mechanics of the system,
diesel fuel is automatically pumped to the emergency back-up
generator when a power outage occurs. This allows our
communications system to continue operating, which is critical to
the public health and safety. Without a functioning back-up power
supply, our Computer-Aided Dispatch (CAD) system would shut down in
the event of a power outage and we would be unable to dispatch
engine companies to fire, medical and other emergencies or maintain
any communications with our fire stations.

is The diesel tank at Station 2 needs to be replaced immediately given
the serious implications to the Communications Center as described

above. In addition, the introduction of contaminated fuel into the
'pP vinn rap rnmm,initiei of Clayton, Concord, Lafayette, Martinez, Pleasant Hill,
emergency back-up generator would damage the unit which was
purchased as a replacement a few years ago at a cost of $10,000 -
$12 ,000. - More rain could further contaminate the diesel fuel in the
tank. Also, there may be more than just the one hole in the tank.
For all of the above reasons and the obvious urgency, please have
this matter placed on the Board of Supervisors ' agenda as soon as
possible so that an emergency is declared and the District can '
expend the required amount to replace the fuel tank without
submitting such expenditure to bid.
Also attached is an internal appropriation adjustment to provide the
_ money for the capital expenditure.
