Spooner , Contracts Administrator Costa DATE: February 19, 1987 County SUBJECT: Approval and Adoption of the County ' s FY 1986-87 Annual Mental � �l Health Short-Doyle Plan (Part B) for Submission to the State Department of Mental Health SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : a . Approve and adopt the Contra Costa County Mental Health Short-Doyle Plan (Part B) for FY 86-87 (attached hereto) ; b . Authorize the Chair to execute , on behalf of the County, the Assurances section (Form 1 . 5B) of the Plan; and c . Authorize the Health Services Director or his designee ( Stuart McCullough) to submit said Plan to the State Department of Mental Health . II . FINANCIAL IMPACT : Board approval and submission of the 1986-87 Mental Health Short-Doyle Plan (Part B) will not have a direct impact on County expenditures . However , failure to approve and submit the Short-Doyle Plan to the State Department of Mental Health will result in the State withholding interim Short-Doyle payments to the County for mental health services until such time as the Annual Plan is received by the State . This FY 86-87 Short-Doyle Plan reflects a' $1 , 805, 933 increase in State mental health funding compared to FY 85-86 , as follows : State Funding Allocations FY 85-86 FY 86-87 Difference Short-Doyle Comm . CLERK OF THE BOARD OF Health Services Director SUPERVISORS AND COUNTY ADMINISTRATOR State Dept. of Mental Health BY -- DEPUTY M382/7-83 FY 1986-87 Annual Short-Doyle Plan Board Order Page 2 The Mentally Disordered Offender (MDO) program under AB 1229, which is now dropped from the Short-Doyle Plan , has been replaced by a separate Conditional Release Program (CONREP) contract with the State . The County matching funds for the above State allocations are. included in the FY 86-87 Health Services Department Budget . III . REASONS FOR RECOMMENDATIONS/BACKGROUND : This FY 86-87 Short-Doyle Plan was reviewed and approved by the County ' s Mental Health Advisory Board (MHAB) on January 29 , 1987 ( the MHAB approval letter to the Board of Supervisors is attached as page 2 in the Plan) . Board of Supervisors ' approval of the 1986-87 Annual Short-Doyle Plan (Part B) is required by Welfare . and Institutions Code Section 5650 , in order for the County ' s mental health programs to receive State funds for this fiscal year . The Board of Supervisors approved and authorized submission of the Short-Doyle Multi-year Base Plan, Part B on June 25, 1985 . RJP :DG
