Legislation: Senate Bill 188 (Alquist)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt a position in support of SB 188 by Senator Alfred Alquist
which would allow an income tax credit for the cost of recyclable
material which is recycled by the taxpayer in California.
BACKGROUND:
Senator Alquist has introduced SB 188 in an effort to encourage
businesses to use the materials which are being collected by
recycling centers. It provides a loo tax credit of the amount
paid for such recyclable secondary material if it is purchased
within California after October 1, 1987 and is recycled within
California within one year of the date of purchase.
SB 188 is similar to AB 1109 of the 1985 Session of the
Legislature which the Board of Supervisors supported. AB 1109
passed the Assembly, but was held under submission in the Senate
Appropriations Committee at the end of the Session.
The Community Development Department recommends that the Board
support SB 188 and this office concurs with that recommendation.
