SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
That the letter signed by Richard Knoblauch and Leona
Hermansader copied to the Board of Supervisors, raising
questions about the recent $201,000 . 00 State award grant to
Montarabay Center for a ballfield, be' referred to Mr. Harvey
Bragdon, Director of Community Services, for his information
and response.
BACKGROUND:
The M-17 Citizens Advisory Committee has expressed concern
regarding the City of Pinole' s expressed interest in
annexing the 35 acre Tara Hills site owned by the Richmond
Unified School District and slated for single and
multi-family development. The primary concern is the j
possible loss of revenues to the M-17 service area.
Attached is a copy of the letter dated March 18, 1987
addressed to the Editor of the local newspaper.

This letter is to express concerns raised by your front page coverage of
the recent $201, 000. 00 State award grant to Montarabay Center for a
ballfield. As Tara Hills residents for twenty-three years we agree with
Paula Christiansen's assessment "this area has been forgotten and
overlooked for years, " and now, hopefully, changes for the better will
come.
Since the grant will be supplemented with $100, 000. 00 raised through
developer fees, what disturbs us is the recent interest the City ,of Pinole
expresses in annexing the 35 acre Tara Hills site owned by the. Richmond
Unified School District and slated for single and multi-family development.
Would the proposed annexation and partial dismemberment of the Montarabay
Community siphon off the post Prop. 13 tax base for new construction as
well as the needed developer fees for the M-17 service area? We feel the
piece-meal annexation of only desirable new construction would work to the
detriment of the older established neighborhoods, particularly when it
comes to raising funds for not only recreation purposes, but also 'for other
services such as fire, police and roads. Just what is the anticipation of
this annexation? Will the Montarabay Community be "nibbled away" with
desired pieces going to Pinole and Richmond with the rest left to stagnate?
What is the time schedule for this annexation? Will community wide
meetings be held? Who will make the decision to take. this much needed
revenue base from the M-17 service area and give it to Pinole? Should this
decision be. allowed to occur without considerations being given to its
community-wide impacts?
These are questions which concern us. We have lived here a long time and
feel they may be of interest to other residents of Montalvin Manor, Tara
Hills and Bayview. By copy of this letter, we are asking the Board of
Supervisors to respond to these inquiries.
