SUBJECT: Alhambra Valley Specific Plan
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION: That the Community Development ,
Direat-or prepare a work program for the Alhambra Valley
Specific Plan and present it to the Board at our March 31,
meeting.
This proposal should respond to comments included in
the March `17, letter from Hal Olson, President, Alhambra
Valley Improvement Association. (See attachment. )
BACKGROUND: The Board is on record in support
of a specific plan for Alhambra Valley. Fees have been,
collected for this purpose and the plan is included in the
ongoing General Plan update process.

on the Alhambra Valley Specific Plan
Under " Task 2 DATA COLLECTION Page 2 They state that they will
gather and review all available existing data in the form of . .
. .traffic studies, environmental impact reports . and engin-
eering information.
The existing data concerns us greatly when it pertains to traffic studies
and environmental impact reports.
The only existing ,E.I.R. for the Alhambra Valley is the one from the
original Stonehurst subdivision. This E.I.R. was put out in 1981 By now
this is six years out of date.
Furthermore this report was superficial.
The most glaring error in it was the traffic study information which was
based on a traffic study four .years out of date at the time in 1981.
Simple mathematics tells you that those traffic studies are ten years out
of date by now. The traffic studies were done circa 1977
The traffic has doubled since then. We have many more new homes in the
valley. The Alhambra Hills Specific Plan of the City of Martinez has
as its only access road Horizon Drive, feeding onto Reliez Valley Road
and directly through Alhambra Valley. Traffic has greatly increased
generally due to people trying to avoid the congestion in the morning
on Taylor Blvd. , as well as a significant increase traveling out Alhambra
Valley Road toward Pinole.
