SUBJECT: President Reagan's Veto of HR 2 -- Appropriations Legislation
Specific Request(s) or Recommendation(s) & Background & Justification
RECOMMENDATION
The Board should send a telegram (see attached) to .the Bay Area Congressional
delegation urging that they vote for an over-ride of the President's veto. The
bill is important to the country's highway system, as well as to its transit
system.
FINANCIAL IMPACT
Lack of funds for the County road system, the highway system, and funds for the
transit operations in the County.
REASONS FOR RECOMMENDATION/BACKGROUND
The President vetoed HR 2 last week. The Board of Supervisors support the passage
of this appropriation legislation. Failure to over-ride the veto will result in
the accelerated deterioration of the country's highway system of which Contra
Costa County is a part. This will result in the country and the County losing
its ability to compete economically with others in the world.
CONSEQUENCES OF NEGATIVE ACTION
Without the re-authorization of the Surface Transportation Act, the County's
roadway system can not be funded for further work. This also holds true for the
transit systems operating within the County's boundaries.

We urge you to over-ride the veto of HR2. This legislation for
the reauthorization of the highway and transit funding is of the
strongest and critical nature to our nation and community.
