Bragdon Director of Community Development DATE: March 23, 1987 SUBJECT: Submittal of Application for Federal Emergency Shelter Grant Funds SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS 1) Approve application and authorize the Director of Community Development to submit an application to the State Department of Housing and Community Development for Federal Emergency Shelter Grant Funds for an emergency shelter in Antioch to be operated by Phoenix Programs, Inc. ; 2) Authorize the Director of Community Development to execute a Statement of Certifications as required; and 3) Authorize the Assistant Director of Health Services - Mental Health to provide a letter( s) of support and such additional information as necessary. BACKGROUND On March 10, 1987 the Board of Supervisors requested the County Administrator to report on the feasibility of submitt-ng a grant request to the State Department of Housing and Community Development for Federal Emergency Shelter Grant Funds. The County Administrator requested this department to investigate and provide a recommendation as appropriate. I am pleased to forward to you a recommendation to submit a grant application on behalf of Phoenix Programs, Inc. , a non-profit shelter provider currently under contract with County Mental Health Services, for an emergency shelter in Antioch. A use-permit application is pending before the Antioch Planning Commission. The funds are also proposed to be used for sub-lease payments to the County, which will allow for other committed funds to be used for additional programming. FINANCIAL IMPACT The funds would further enhance the provisions of a facility that the County has committed Short-Doyle funds to. No commitment of general fund monies are required.
