SUBJECT: Set Public Hearing for Interim Commercial Airline Airport Access Plan &
Regulation
Specific Request(s) or Recommendation(s) & Background & Justification
I. RECOMMENDED ACTION:
ACCEPT Interim Commercial Airline Airport Access Plan & Regulation ("Access Plan") .
Set date for public hearing as recommended by staff. Direct Community Development
Department in concert with Public Works Department and County Counsel to prepare
appropriate environmental documentation.
II. FINANCIAL IMPACT:
None
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The Board of Supervisors directed that the Public Works Department prepare an Airport
Access Plan to control access by scheduled airlines that desire to use Buchanan Field
Airport.
This Access Plan has been developed in cooperation with the consulting firm of Mestre
Greve Associates, Inc. that did the environmental background studies and the law firm
of Gatzke & Mispagel , which is a firm specializing in airport noise and access plan
work. This Access Plan has been reviewed by the Public Works Department, County
Counsel , the Community Development Department, and the Aviation Advisory Committee.
The Aviation Advisory Committee has reviewed the proposed Access Plan. The AAC has
further reviewed all environmental documentation that has been prepared in support of
this plan. The AAC further has considered that there will be a full EIR done on the
Airport Master Plan which started March 2, 1987.

The Board fixed April 28, 1987 at 2:30 p.m. for hearing on the Access Plan
and directed the Public Works Department Airport Manager to give written notice of
said hearing to all interested persons.

It is recommendation of the Aviation Advisory Committee that there be no delays in
implementing the Access Plan. The AAC strongly recommends immediate adoption of this
Interim Access Plan in the best interests of the County. Implementation of the
Access Plan will give protection for the County during the period of the plan in
order to limit access to Buchanan Field Airport to the number of commercial airline
operators that can be tolerated according to the plan . The Aviation Advisory
Committee suggests that any delay in implementing this plan leaves the County open
for requests by other carriers asking for the same consideration already granted to
Pacific Southwest Airlines. The AAC further feels that the analysis done by our
consultants, both prior to PSA starting up and subsequent to their service, indicates
that the impact on the surrounding communities up to the limits recommended in the
Access Plan, will not be "significant" in accordance with CEQA guidelines.
The AAC, therefore, recommends that a negative declaration environmental study is
appropriate and that the Board of Supervisors immediately adopt the Interim
Commercial Airline Access Plan and Regulation for Buchanan Field Airport. The AAC
further recommends that the information contained in this Access Plan be included in
the consultants considerations for the Master Plan.
The Public Works Department and Community Development Department has examined all
available information and concurs with the recommendations of the Aviation Advisory
Committee. County Counsel has no legal objection to the Interim Commercial Airline
Access Plan and Regulation.
