WU� March 11, 1987 SUBJECT: General Plan Amendment Request by David Frost SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Authorize General Plan review, as requested by David Frost, for an approximately fourteen acre area of land located northerly of Pleasant Hill Road in the Pleasant Hill - Walnut Creek area. The request is to modify the existing general plan from Single Family Residential Low Density to Multiple Family Residential High Density. By authorizing the review, staff will proceed by preparing a report which will be scheduled for public hearing before the Contra Costa County Planning Commission. Following this, the Commission will forward its recommendation to the Board of Supervisors for public hearings and final determination. BACKGROUND Mr. David Frost has requested that his and adjacent neighboring lots along the north of Pleasant Hill Road be redesignated from Single Family Residential Low Density to Multiple Family Residential High Density. The proposed amendment area covers approximately nineteen single family lots of which those requesting the plan amendment represent five contiguous lots. The property is located within the Pleasant Hill sphere of influence, immediately north of the Walnut Creek sphere of influence. The plan requests indicates that the increase in traffic along Pleasant Hill Road has made continued use - of this area for single family homes less desirable. These lots as well as the surrounding area are zoned and developed R-20 except for one adjacent parcel zoned P-1 for a senior citizen project. The lands south of Pleasant Hill Road are zoned and developed as R-10 single family homes. The request for study appear reasonable, however, the amendment itself may be controversial.
