Spooner , Contracts Administrator Costa DATE'. March 1.9, 1987 County SUBJECT: Approval of Contract Amendment Agreement 424-357-3 with Ernest L. Silva SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Chair to execute on behalf of the County, Contract Amendment Agreement 424-357-3 with Ernest L. Silva for provision of additional consultation and technical assistance services , increasing the contract payment limft by $16 , 340 , from $47 , 940 to $64 , 280 and extending the contract ter- mination date from March 31 , 1987 to June 30, 1987 , for imple- mentation of the County' s Homeless Mentally Disabled Services Program (Homeless "Rollover Project" ) . II . FINANCIAL IMPACT : This Contract Amendment Agreement is funded by State Short-Doyle funds in the Department ' s Alcohol/Drug Abuse/Mental Health Division' s AB 2541 Rollover Budget ; i .e . , unexpended FY 1985-86 Mental Health Homeless funds which were "rolled over" for use in FY 1986-87 . ' A 10% County match of $6 , 428 is required , with the remaining $57 , 852 being funded by the State Rollover funds . III . REASONS FOR RECOMMENDATIONS/BACKGROUND : Novation Contract #24-357-1 with Ernest L. Silva for the period July 1 , 1986 through December 31 , 1986 was approved by the Board of Supervisors on October 7 , 1986 . The contract provided for consultation and technical assistance in planning, developing , and implementing services for the County' s homeless mentally disabled residents in accordance with the County' s "Proposal for Services to the. Homeless Mentally Disabled , " which was submitted to the State Department of Mental Health on November 21 , 198.5 . Contract Amendment Agreement #24-357-2 continued this service for three additional months . Contract Amendment Agreement 424-357-3 continues this specialized technical assistance ser- vice through the remainder of FY 86-87 . This additional three months is necessary due to delays in program implementation resulting from City and County architectural and permit require- ments as well as community organizational requirements . This document has been approved by the Department ' s Contracts and Grants Administrator in accordance with the guidelines approved by the Board' s Order of December 1 , 1981 (Guidelines for contract preparation and processing , Health Services Department) .
