SUBJECT: Approval of Contract Amendment Agreement #29-435-9 with the
State Department of Alcohol and Drug Programs ( State D-0023-5 )
A-2) for the School-Community Primary Prevention Program
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION :
Approve and authorize the Chair to execute on behalf of the
County, Amendment Agreement #29-435-9 (State D-0023-5, A-2) with
the State Department of Alcohol and Drug Programs to amend
Standard Agreement #29=435-7 (effective November 1 , 1985 -
October 31 , 1986 for the School-Community Primary Prevention
Program--Youth Educators ) and extend the termination date from
October 31 , 1986 to December 31 , 1986 , increasing the total
contract payment limit by $7 , 751 , from $81 , 952 to $89 , 703 .
II . FINANCIAL IMPACT :
This program continues to be 100% State funded through the
School-Community Primary Prevention Project which was originally
established by AB 1409 , Chapter 1285 , Statutes of 1982 as a
three-year project and has since been extended on a year-to-year
basis by the State Department of Alcohol and Drug Programs .
No County match is required .
III . REASONS FOR RECOMMENDATIONS/BACKGROUND :
On February 25, 1986 the Board approved Contract #29-435-7 with
the State Department of Alcohol and Drug Programs for con-
tinuation of the School-Community Primary Prevention Program--
Youth Educators for the period November 1 , 1985 through
October 31 , 1986 . This program is administered by the County
through a subcontract with the Center for Human Development
under County Contract #24-301-10 .
On July 29, 1986 the Board approved Contract Amendment Agreement
#29-435-8 (State #D-00235-5 , A-1) which incorporated budget
modifications to the previous contract with no change in the
contract payment limit or contract period . These modifications
were incorporated into the County ' s contract with the Center for
Human Development through Contract Amendment Agreement
#24-301-11 .

By letter dated October 28 , 1986 , the County received notifica-
tion from the State Department of Alcohol and Drug Programs of
its intent to extend the subject program for two additional
months (through December 31 , 1986) and to increase the total
program budget by $13 , 659 . On that basis , the Board approved
Contract Amendment Agreement 424-301-12 with the Center for
Human Development which provided for a two-month extension of
the program and a corresponding increase in the contract payment
limit . Standard Agreement 429-435-9 (State #D-0023-5 , A-2)
between the State and the County formalizes the intent of the
October 28 , 1986 letter referenced above and specifies the scope
of work and budget for the two-month extension which ended on
December 31 , 1986 .
This document has been approved by the Department ' s Contracts
and Grants Administrator in accordance with the guidelines
approved by the Board ' s Order of December 1 , 1981 (Guidelines
for contract preparation and processing , Health Services
Department) .
The Board Chair should sign nine copies of the contract , eight
of which should then be returned to the Contracts and Grants
Unit for submission to State Department of Alcohol and Drug
Programs .
