Spooner , Contracts Administrator Costa DATE: March 19, 1987 cam SUBJECT: Approval of Standard Contract 429-435-10 with the State Department of Alcohol and Drug Programs (State D-00026-6) for the School-Community Primary Prevention Program SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Chair to execute on behalf of the County , Standard Contract #29-435-10 (State D-00026-6) with the State Department of Alcohol and Drug Programs in the amount of $53 , 899 for the period January 1, 1987 - October 31 , 1987 for the School-Community Primary Prevention Program. II . FINANCIAL IMPACT : This program is funded 100% by State funds available through SB 110, Chapter 456, Statutes of 1985 . The County retains 2 . 2% of the contract payment limit ( $1 , 388) to cover the County' s administrative costs . The balance of the State funds are sub- contracted to the Center for Human Development for provision of services . No match of County funds is required . III . REASONS FOR RECOMMENDATIONS/BACKGROUND: The County successfully competed in 1983 for funds available for three-year grants under the School-Community Primary Prevention Program. The State has renewed funding for this program through SB 110. The program has operated successfully in the County through a subcontract with Center for Human Development and has been expanded through innovative community leadership training workshops . By separate Board Order , Contract Amendment Agreement 4x`29-435-9 (State #D-0023-5 , A-2) is being submitted concurrently for Board approval . The State-prepared amendment extends the prior contract for the School-Community Primary Prevention Program from October 31 , 1986 through December 31 , 1986 and specifies the scope of work and budget for the two-month extension of last year ' s contract . The amendment to the subcontract with Center for Human Development for extension of services during the two- month period was approved by the Board on December 16, 1986 after notification from the State of its intent to extend the County' s contract for the program. By separate Board Order , the sub- contract with Center for Human Development (#24-301-13) is also being submitted concurrently for Board approval to avoid interruption of contract services . The Board Chair should sign nine copies of Contract 429-435-10, eight of which should then be returned to the Contracts and Grants Unit for submission to State Department of Alcohol and Drug Programs .
