MICHAEL WALFORD, CHIEF ENGINEER DATE: March 31 , 1987 SUBJECT: Authorize the Issuance of a Warrant to the Treasurer of the United States for Wildcat and San Pablo Creeks Construction Contract No. 1 , Flood Control Zone No. 7 and Assessment District 1982-2, (50% #8886-2319, 50% #7527-231.9-SAS-6D8604). Specific Requests or Recommendations & Background & Justification I. RECOMMENDED ACTION: AUTHORIZE the County Auditor-Controller to issue a warrant in the amount of $125 ,000.00 payable to the Treasurer of the United States, as the District's share of the Federal project cost and the District's share of contributed funds other costs, for the period April 1987 through June 1987, for Wildcat and San Pablo Creeks Construction Contract No. 1. II. FINANCIAL IMPACT: At this time the Flood Control District is required to make third quarter FY 1987 payments for Wildcat and San Pablo Creeks Construction Contract No. 1 as follows: 5 percent required project cost $ 75,000.00 Contributed funds other (relocations) 50,000.00 TOTAL 125,000.00 II1. REASONS FOR RECOMMENDATION/BACKGROUND: On June 17 , 1986 the Board of Supervisors of Contra Costa County approved and authorized the execution of a local cooperation agreement with the Department of the Army for the Wildcat-San Pablo Creeks Project. By the terms of that agreement the Flood Control District is required to pay in cash 5 percent of the Federal project construction cost and to provide for the relocation of all road, bridges and utilities required for the project. The Corps of Engineers has agreed to include relocation work in the Federal project at 100 percent local cost to be paid as "Contributed Funds Other." Under current State law the local cost of relocation work required for the Federal Wildcat and San Pablo Creeks Project is 75.38 percent reimbursable by the Department of Water Resources. IV. CONSEQUENCES OF NEGATIVE ACTION: Failure to authorize the issuance of a warrant would be cause for the Corps of Engineers to stop further work on Wildcat and San Pablo Creeks Const ction Contract No. 1.
