FROM: J. MICHAEL WALFORD, CHIEF ENGINEER
DATE: March 31 , 1987
SUBJECT: Authorize the Issuance of a Warrant to the Treasurer of the United States for the

Specific Requests or Recommendations & Background & Justification
I. RECOMMENDED ACTION:
AUTHORIZE the County Auditor-Controller to issue a warrant in the amount of
$336,833.89, payable to the Treasurer of the United States, as the District's 7.4
percent share of the Federal project cost and the District's share of contributed
funds other costs, for the period April 1987 through June 1987, for the San Ramon
Creek Bypass Channel , Project No. 7520-6B8687.
II. FINANCIAL IMPACT:
At this time the Flood Control District is required to make third quarter FY 1987
payments for the San Ramon Bypass Project as follows:
7.4 percent required project cost $260,000.00
Contributed funds other (relocations) 66,275.58
Contributed funds other (channel cover) 10 558.31
TOTAL 336,833.89
The amount of $66,275.58 is reimbursable from the California Department of Water
Resources.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
By resolution dated January 21, 1958, the Board of Supervisors of Contra Costa County
gave assurances of local cooperation to the Corps of Engineers for the Walnut Creek
Project. Among these assurances are requirements to pay in cash 7.4 percent of the
Federal project construction cost and to provide for the relocation of all roads,
bridges and utilities required for the project. The Corps of Engineers has agreed to
include relocation work in the Federal project at 100 percent local cost to be paid
as "Contributed Funds Other."

III. REASONS FOR RECONMENDATION/BACKGROUND: Cont'd.
On August 26 , 1986 the Board of Supervisors approved and executed a Joint
Exercise of Powers Agreement with the City of Walnut Creek which obligated the
Flood Control District to pay 7.4 percent of the cost of a channel cover funded
by the City and included in the Federal project as a "Contributed Fund Other"
item.
Under current State law the local cost of relocation work required for the Federal
Walnut Creek Project is 100 percent reimbursable by the Department of Water Resources.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Failure to authorize the issuance of a warrant would be cause for the Corps of
Engineers to stop further work on the San Ramon Bypass Channel .
